Job Description
 

Performs Professional and Administrative work to support and enhance youth services programs, assisting the Families, Parks, and
Recreation (FPR) Department fulfill its mission. The incumbent assigned to this classification will manage the Office of Juvenile Justice
Delinquency Prevention (OJJDP) Grant ensuring full implementation of its components. This includes providing project leadership,
developing strategic plans, and coordinating efforts to expand and sustain youth services programs. Establish and regularly convene two
youth advisory boards to foster engagement and collect insight for program improvements. Supervise train, and evaluate the work of
subordinate staff and oversee the timely collection and submission of required grant deliverables, maintaining compliance and ensuring
accountability. Work is performed under the direction of the Children, Youth, and Families Assistant Division Manager. Performance is
reviewed through meetings, reports submitted, observation, and evaluation of results obtained.

Minimum Qualifications:
Bachelor’s Degree in Psychology, Criminal Justice, Social Work, Education, Human Development, or a related field and three (3) years of
experience in Human/Social Services, Child Welfare, or the juvenile justice system with demonstrated experience in creating and
implementing youth services programs; including one (1) year of responsible supervisory or management capacity; or an equivalent
combination of education, training, and experience. Valid Florida Driver's license is required.

Knowledge of inter-governmental coordination, business, faith, non-profit, neighborhood, civic organizations,
leaders, and programs.

Knowledge of child growth and development, adolescent mental health challenges, and adolescent substance
use disorders.

Knowledge of trauma-informed interventions for youth programming.

Knowledge of facility guidelines and/or contractual agreements, information sharing, and confidentiality.

Knowledge of mental illness, behavioral and maladaptive problems and the associated symptoms, treatment,
and social implications.

Knowledge of program evaluation, data analysis, and reporting.

Knowledge of grant writing, fundraising, and budget management.

Working knowledge of the child welfare system.

Working knowledge of the juvenile justice system.
            
Strong skills in data collection, demonstrating outcomes, and reporting to funders.

Skilled with best practices in crisis work and serving individuals involved in the juvenile justice system.

Excellent written and oral communication skills.

Confident, articulate, and professional public speaking skills.

Skilled in the use of a computer and software, Microsoft Office, email/electronic calendar, and data collection systems.

Ability to establish and maintain effective professional relationships with parents and youth by
demonstrating compassion and empathy for those involved in the juvenile justice system.

Ability to establish and maintain effective working relationships with co-workers.

Ability to facilitate working meetings, elicit and solicit information, and absorb the information being communicated;
facilitate a shared understanding of the problem, possible solutions, and scope of the project in its entirety; facilitate
solutions to technical challenges among multiple teams when they involve negotiation between multiple entities and stakeholders.

Ability to communicate effectively orally and in writing.

Ability to understand and meet requirements of contractual obligations.

Ability to safely operate a vehicle and follow all driving laws.

Provides project leadership, developing strategic plans, and coordinating efforts to expand and sustain
youth services programs

Regularly identify and convene a project team including key internal and external stakeholders.

Establish and convene two youth advisory boards along with local stakeholders and providers dedicated
to support youth and their families involved in the juvenile justice system.

Establish and maintain partnerships with, government agencies, and other stakeholders to expand
program reach and resources.

Monitor program budgets, expenditures, and resources to ensure efficient use of funds and alignment with
organizational priorities.

Conducts needs assessment and works with the management team to develop, refine, and implement a sustainability
plan after grant funding ends.

Develops and implements systems that ensure that all grant requirements are met, such as billings, service authorizations,
and notifications to governmental or funding entities.

Oversee timely collection and submission of required data and evaluations.

Ensures all program components and Evidence-Based Practices (EBP) are implemented.

Ensures staff are trained in the selected EBPs and that fidelity to established protocols is maintained.

Communicate project progress and milestones to funders, partners, FPR staff, and others as required by the grant or
requested by senior management in FPR.

Schedules and attends meetings and trainings as assigned.

Performs other duties as may be assigned.
