Job Description
 
Performs professional-level work involving the management of construction and design scheduling within the Capital Improvements Plan Division for the City of Orlando. Manages the timely completion of pre-construction and construction activities, such as assistance with procurement and schedule development. Manages complex special projects for the Department and Division beginning with modernization of the City’s Capital Improvements processes including on-boarding of Division/Department-wide enterprise resource planning software. Performs other tasks as needed or assigned. Work is performed under the supervision of the Division Manager and Assistant Division Manager. Work is reviewed during biweekly meetings and periodic on-site visits.

Minimum Qualifications:

Bachelor's Degree in Engineering, Construction Management, Business, or related field and a minimum of four years (4) experience in the area of construction, project management, or process management; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Project or process management software experience desired.
 
Responsibilities

Assists project managers in the review construction of design information.

Coordinates proposed changes in construction projects with design engineer, contractor, and the City of Orlando.

Evaluates and prepares request for changes to the project plans and specifications.

Receives, reviews, and recommends approval of contractor's request for payment.

Schedules, conducts, and documents completion, final acceptance, and inspections of projects with contractors.

Conducts preconstruction conferences and progress meetings.

Supervises field representatives in on-going quality control quality assurance program.

Prepares contractual documents

Prepares and implements claims identification and mitigation procedures.

May receive delegated authority from the Public Works Directo (engineer).

Coordinates with CIP project coordinator to implement the construction software.

Coordinates with the Media, Public Relations, Utilities i.e., OUC, TECO, DUKE, and the Commissioners' Office as well as other municipalities.

Identifies specific needs of each client outside of the scope of work and or contract; ensures delivery for benefit of the City.

When applicable, engages with the contractor and engineer with a Value Engineering proposal that results in a more rapid project completion at a lower cost.

Collects, reviews, and distributes project closeout documents such as O&M, Final As-Built, asset forms, or anything else required in the contract.

Is fully responsible for management of the assigned project while supervising consultants and inspectors to ensure that construction proceeds as per plan and specs while maintaining the construction schedule.

Assists with the implantations of the revisions to the contract front-end documents while coordinating with the Legal Department.

Addresses change requests from contractors on construction projects by authorizing field changes if the requested change does not change the intended design or add additional time or money to the contract. For change requests that do change the intended design, adds additional time or money to the contract, addresses unforeseen conditions or requests additional clarification, and coordinates the processing of a written Request for Information with the Engineer of Record.

During emergencies, the CIP Construction Managers are considered essential workers who: perform damage assessments of critical City infrastructure that disrupts the City’s operation; perform inspections of essential Public Works facilities and operations, including bridges, water, and sewer main breaks, construction of critical or strategic infrastructure, traffic signal maintenance, emergency location services for buried utilities, maintenance of digital systems infrastructure supporting Public Works operations, and other emergent issues; and oversee the work by City contractors for emergency repairs.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of current civil engineering/construction management concepts and practices.

Knowledge of personal computer spreadsheet and word processing software.

Skilled in the use of a level and transit.

Skilled in the surveying of construction sites.

Skilled in the operation of personal computers.

Ability to take accurate field measurements of installed work.

Ability to thoroughly inspect construction sites, which may involve working in excessive noise, standing and walking for extended periods, bending, stooping, and working at heights or in confined areas.

Ability to make visual inspections in varying types of weather and at any time of day.

Ability to supervise others, which may involve reading, editing, speaking, and hearing.
