Job Description
 
Performs highly responsible administrative and technical work involving the operation and maintenance of an advanced wastewater treatment water reclamation facility. Duties include responsibility for facility administration, process control operations, inspection and maintenance of equipment and machinery, and analysis/quality control of the facility. Work is performed under the direction of the Assistant Division Manager and reviewed through conferences, reports submitted, and results obtained. Ensures that projects / department milestones / goals are met and adhering to approved budgets.

Minimum Qualifications:

Bachelor's Degree in Engineering, Management, Public Administration, or related field and four (4) years of progressively responsible managerial or supervisory experience in wastewater treatment plant operations; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Must possess a Florida D.E.P. Class A Wastewater Treatment Plant Operator's Certificate or possess an equivalent certificate from any state and obtain a Florida Class A within six (6) months of employment. Responsibilities

Plans and directs the work of the advanced wastewater treatment water reclamation facility in operation, maintenance, and quality control which includes reclaimed water supply system, and facility laboratory.

Supervises, reviews and interprets plans/drawings on equipment and structures. Writes, reviews, and interprets specifications.

Plans and directs preventive maintenance and repair programs.

Analyzes various technical reports, and directs inspections of plant equipment and machinery to ensure facility effluent complies with regulations.

Prepares and administers annual budget; supervises maintenance of records and prepares financial, operational and regulatory agency reports.

Resolves personnel conflicts, complaints, and grievances.

Reviews and approves all contract releases, purchase orders, field purchase orders, checks requests, and City Stores orders.

Conducts surveys and plans for future expansions with the Division Manager, consulting engineers, equipment manufactures, etc.; conducts staff meetings.

Plans and directs construction of modifications and changes to facility equipment; plans for future expansions.

Develops programs, goals, and training requirements for each of the various activities under jurisdiction.

Organizes emergency procedures for various types of emergency situations; resolves technical problems and may direct emergency operations as required.

Coordinates the activities of the AWT treatment water reclamation facility with other Wastewater Bureau sections, City departments, as well as other public and private agencies; organizes and manages possible long and short-range studies regarding the utilization of the AWT facility for future treatment requirements.

Enforces safety regulations; also plans, coordinates, and directs safety meetings, programs, and training for employees.

Responds to citizens’ requests for service and complaints that may or may not be limited to plant operations.

Performs other duties as assigned.


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of operation and maintenance of advanced wastewater treatment water reclamation facility and related equipment.

Knowledge of principles, practices and methods of treatment water reclamation facility administration and regulation.

Knowledge of effective managerial principles and practices.

Considerable knowledge of wastewater treatment processes and wastewater chemistry.

Knowledge of industrial mechanical methods relating to repair installation, maintenance and repair of wastewater process equipment.

Knowledge of budget preparation and administration.

Ability to develop long﷓range plans and programs for future development of facilities and equipment.

Ability to plan, direct, and coordinate work of subordinates.

Ability to prepare and interpret plans, specifications, blueprints, schematics, etc.

pertaining to plant expansions and improvements.

Ability to communicate effectively both orally and in writing.

Ability to develop and maintain effective working relationships with employees, City officials, regulatory agency representatives, and the general public.

Ability to perform inspections of plant machinery and equipment which may involve climbing stairs, bending, and standing.

Occasional exposure to noxious fumes, chemicals, insects and extreme weather conditions.
