Job Description
|
|
Performs administrative and professional work in the area of disaster recovery and documents procedures relating to disaster recovery. This position works with the Federal Emergency Management Agency (FEMA) to develop projects; leads efforts in obtaining and uploading disaster documents for projects to (FEMA) grants portal; ensures projects are in compliance with laws, regulations, and policies; works with the Risk Division to discuss special considerations such as insurance coverage; and organizes, reconciles, and submits reimbursement requests to the State of Florida Division of Emergency Management. Work is performed under the direction of the Controller. Performance is reviewed through periodic conferences, observations, and analysis of results, reports, and recommendations.
Minimum Qualifications:
Associate's Degree in Business Administration, Nonprofit Management, Public Administration, Finance, or related field and one (1) year of experience in project management working with FEMA and the State on disaster recovery efforts; or an equivalent combination of education, training, and experience. A valid Florida Driver's License is required.

Works with FEMA to develop projects.
Leads efforts in obtaining and uploading disaster documents for projects to the Federal Emergency Management Agency (FEMA) grants portal.
Ensures projects are in compliance with laws, regulations and policies.
Works with the Risk Division to discuss special considerations such as insurance coverage.
Works with the Federal Emergency Management Agency (FEMA) for all disaster recovery and reimbursement efforts. This includes developing projects and responding to questions and inquiries by FEMA representatives.
Leads efforts in organizing, reconciling, and submitting reimbursement requests to the State of Florida Division of Emergency Management.
Ensures records are in an easy to follow format for future audits.
Serves as a liaison between the City of Orlando and the federal government, State of Florida, and/or local organizations in coordinating the recovery effort.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of disaster procedures, policies, and operation methodsSkilled in gathering, organizing, and preparing cost summaries and uploading to the FEMA grants portal.
Skilled in scheduling, facilitating, and leading meetings with departments.
Skilled in public speaking, making presentations, conducting workshops, and presenting ideas clearly and concisely, both in writing and/or verbally.
Ability to research, analyze, interpret, and write factual data necessary to render opinions, decisions, and direction for disaster assistance funding.
Ability to develop and maintain a centralized folder system and related policies and procedures.
Ability to prioritize work under tight deadlines.
Ability to interpret FEMA and state policy and procedures related to disaster recovery.
Ability to work independently and display initiative in timely performance of assigned duties.
Ability to establish and maintain effective working relationships with staff, outside agencies, vendors, and the public as necessitated by the work.
Ability to operate a personal computer, software programs, and databases.
