|
ENGINEERING DESIGN: Performs professional engineering work in the design or review of engineering plans and specifications for the construction of public works projects such as streets, parking facilities, storm and sanitary systems, and environmental programs. Employees in this class prepare designs and detailed specifications for construction or are responsible for the review of plans submitted by engineering consulting firms to ensure construction is compliant with City of Orlando standards and engineering principles, methods, and techniques. Work assignments are received from a professional supervisor who defines the scope of the work to be performed, but the employee is expected to plan details of work and make technical decisions. Work is reviewed while in progress and upon completion.
SITE ENGINEERING & PLANS REVIEW: Performs professional engineering work reviewing permitted engineering plans and specifications for the construction of public works projects such as streets, parking facilities, storm and sanitary systems, and environmental programs. Employees in this class are responsible for the review of permitted plans submitted by the permit applicant to ensure construction is in compliance with Federal, State, and City standards and engineering principles, methods, and techniques. Work assignments are received from a professional supervisor who defines the scope of the work to be performed, but the employee is expected to make technical decisions. Employees shall have a thorough understanding of the City, Florida Department of Transportation (FDOT), Federal Emergency Management Agency (FEMA), Florida Department of Environmental Protection (FDEP) and Water Management District Standards. They will assist the applicant and coordinate with other City personnel to ensure the permits meet the appropriate codes, rules, and regulations. Employees shall review and verify all stormwater criteria are met.
TRAFFIC MANAGEMENT: Performs technical work in various phases of a computerized traffic control system operations center. Performs upgrades and modifications to traffic signal controller databases using Advanced Traffic Management System software (Cubic/Trafficware’s ATMS.now) and traffic modeling using Cubic/Trafficware's Synchro and Tru-Traffic software. Conducts field investigations of traffic conditions associated with traffic signals and is responsible for adjusting traffic signal timing plans both on a regular schedule and in response to citizen inquiries. Works closely with the Traffic Signal Maintenance section to update traffic signal timing plans when hardware must be changed and works closely with regional traffic signal timing consultants working on annual corridor re-timing projects. Work assignments are received from a professional supervisor who defines the scope of the work to be performed, but the employee is expected to plan details of work and make technical decisions. Work is reviewed while in progress and upon completion.
TRAFFIC STUDIES: Performs professional engineering work in the design or review of engineering plans and specifications for the construction of streets, sidewalks, pedestrian crossings, traffic signals, and parking facilities. Performs professional engineering work in the field of traffic studies including traffic data analysis and warrant studies. Responsible for the analysis and documentation of crash data for all areas within City limits and directs technicians in the deployment of traffic collection equipment. Prepare designs and specifications for construction and/or are responsible for the review of plans submitted by engineering consulting firms to ensure construction is compliant with City of Orlando standards and engineering principles, methods, and techniques. Work assignments are received from a professional supervisor who defines the scope of the work to be performed, but the employee is expected to plan details of work and make technical decisions. Work is reviewed while in progress and upon completion.
Minimum Qualifications:
ENGINEERING DESIGN: Bachelor's Degree in Civil Engineering and four (4) or more years professional experience in engineering, public works construction, or related field; or an equivalent combination of education, training, and experience. Registration as a Professional Engineer (PE) in the State of Florida required. Some positions may require a valid Florida Driver's License.
SITE ENGINEERING & PLANS REVIEW: Bachelor's Degree in Civil Engineering and four (4) or more years experience in public works engineering; or an equivalent combination of education, training, and experience. Registration as a Professional Engineer (PE) in the State of Florida required. Experience in the City of Orlando and Water Management District rules and regulations and FEMA rules and regulations as it pertains to site development preferred. Great people and communication skills highly desired. Some positions may require a valid Florida Driver's License.
TRAFFIC MANAGEMENT: Bachelor's Degree in Civil Engineering and four (4) years experience in transportation engineering, with specific knowledge and experience in traffic signal systems; or an equivalent combination of education, training, and experience. Registration as a Professional Engineer (PE) in the State of Florida required. Professional Traffic Operations Engineer (PTOE) credential preferred. Some positions may require a valid Florida Driver's License.
TRAFFIC STUDIES: Bachelor's Degree in Civil Engineering and four (4) years experience in transportation engineering including at least two (2) years experience in transportation development review, traffic studies, or crash data analysis; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Registration as a Professional Engineer (PE) in the State of Florida required. One (1) year supervisory experience desired.
Additional Qualifications for Promotion:
Promotions are not to be considered an automatic function of longevity and are subject to the review and authorization of the Supervisor. The employee’s last performance review must have resulted in an overall rating of Meets standards or better with no factor rating of less than meets.

Reviews construction plans for streets, parking facilities, storm and wastewater systems, and other public works projects for compliance with City requirements and professional standards; makes recommendations as to alternative designs, if necessary.
Prepares designs, specifications, and cost estimates for public works projects; prepares work estimates, computes quantities and makes a variety of decisions requiring technical and professional knowledge of engineering principles, methods, and techniques.
Confers with and advises contractors, subdivision developers, and consulting engineers regarding the interpretation and application of City standards and specifications.
Confers with superiors on problems of design, construction, or maintenance of municipal public works facilities.
Conducts field investigations prior to and during construction; inspects contract construction work to ensure compliance with established design, specifications and contract agreements.
Assists in the formulation of engineering standards and specifications.
Replies to technical inquiries from the general public and from government agencies on policy, petitions, ordinances, and general engineering issues.
May supervise technical personnel engaged in drafting or inspection work.
KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of the principles, techniques and practices of civil engineering construction and design.
Considerable knowledge of modern methods and techniques as applied to the design, construction and maintenance of public works projects and municipal facilities.
Skill in the use and care of engineering and drafting instruments and apparatus.
Ability to plan, assign and supervise the work of professional and technical employees.
Ability to gather, organize, interpret, modify and compile relevant civil engineering information and data to provide a basis for sound decision making.
Ability to communicate clearly and concisely, orally and in writing.
Ability to perform advanced mathematical calculations, to include trigonometry and calculus.
Ability to detect omissions or errors in construction drawings and specifications and make corrective recommendations.
Ability to establish and maintain effective working relationships with contractors, property owners, the public and employees as necessitated by the work.
Ability to prepare clear and concise technical reports on engineering work assignments.
Ability to utilize computer aided design drafting programs and equipment.
