Job Description

Performs professional administrative work assisting with the management and leadership of the Children, Youth, and Families Division. Assists in the development, coordination, and implementation of children, youth, and family programming and services; supervises staff,
and data collection for grant and contract compliance. Conducts research, analyzes, and evaluates existing grant programs, practices, and procedures, and recommends strategies for improvements as needed to better address community needs. Work requires initiative and independent judgment and performance is evaluated by the Division Manager through conferences and evaluation of results achieved.

Minimum Qualifications:

Bachelor's Degree in Public Administration, Youth Development, Human Services, or related field and three (3) years of Human Services Administration, including at least two (2) years of responsible supervisory and budget administration experience planning and directing community programs, or public assembly facilities; or an equivalent combination of education, training, and experience. Master’s Degree preferred. Knowledge of Federal and State laws and regulations relevant to grants required. Valid Florida Driver's License required.

Evaluates existing grant programs, practices, and procedures, and recommend strategies for improvements as needed to better
address community needs.

Assists Division Manager with developing, implementing, and managing Division's programming, staff, and data collection for
program compliance, and financial operations (General Funds and Grant Funds).

Supervises managers of assigned programs; provides support to staff with reference to hiring, and discipline; program operations,
operational, capital, and capital improvement budgets and purchasing.

Ensures compliance with all federal/state regulations.

Manages special projects to identify and resolve issues related to the Division.

Prepares reports related to the division’s performance, functions, and goals.

Serves as the Division Manager's designee on various committees; serves as liaison with other departments and outside agencies.

Advises and participates in the development and administration of Division policies, procedures,
and standards.

Represents Division on various boards.

Investigates and respond to citizen's and employee complaints.

Assumes duties of the Division Manager in the Division Manager’s absence.

Performs related work as required.


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of City policies and procedures, and bargaining agreements.

Knowledge of health and human service delivery systems.

Knowledge of human development/stage of life models

Knowledge of the principles of supervision and personnel management.

Knowledge of basic accounting practices, including budget preparation/management. 

Excellent written, and oral communication skills.

Confidant, articulate, and professional public speaking skills.

Excellent computer software skills, Microsoft Office (Word, Excel, PowerPoint, and Access), email/electronic calendar,
and data collection systems skills.

Ability to collaborate and develop relationships with entities including other local, state, and county governments, as well
as private agencies and organizations.

Ability to establish and maintain effective working relationships with employees and the public.

Ability to plan, assign and review the work of subordinate staff.

Ability to prepare comprehensive reports for publication.

Ability to express self clearly and concisely orally and in writing.

Ability to identify Division’s land, facility, staff, and equipment needs.
