Job Description
|
|
Performs responsible supervisory, administrative, and technical field inspection work enforcing national, state, and local codes governing design, construction, and facilities management, as well as the renovation of buildings, structures, wastewater treatment facilities, and other public works projects. Coordinates and supervises the inspection of new and existing buildings, structures, installations (plumbing, electrical, and mechanical), and preventative maintenance programs. Exercises considerable knowledge of electrical, carpentry, plumbing, building construction, or mechanical field and in-depth knowledge of all applicable codes and ordinances. May be assigned to the City of Orlando's Sub-Contract Program. Must exercise considerable initiative and independent judgment in the interpretation and application of codes in making technical decisions. Work is performed under general supervision according to established guidelines. Performance is reviewed through reports submitted, meetings, and results obtained for technical sufficiency and consistent application. Inspection work is performed outdoors. Employees are occasionally exposed to weather conditions and heights.
Minimum Qualifications:
Associate's Degree in related field with four (4) or more years experience in the assigned trade (i.e. electrical, mechanical, plumbing, or building), one (1) year of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Must be certified by the Administrators and Inspectors Board (BCAI) as a Building Inspector. A valid Florida Driver's License is required. Must pass a background check which includes a polygraph.
PLANNING AND DEVELOPMENT: Must be certified by the Florida Building Code Administrators and Inspectors Board (BCAI) as a Building Inspector.
FACILITIES MANAGEMENT: Must be certified as a General Contractor or Chief Building Inspector prior to employment.

Coordinates inspections and supervises inspectors by assigning work, reviewing work through discussion of problems, periodic site inspections, and review of inspection files; participates in the selection, training, evaluation, and/or discipline of employees.
Reviews and approves plans and specifications to ensure proposed systems comply with applicable laws, codes, and accepted industry standards.
Inspects construction projects to ensure contractor's work comply with the approved plan specifications, accepted industry standards and related codes; performs site inspections to resolve conflicts regarding deviations from approved plans and specifications, plan/code interpretations, and/or private guidance and technical assistance to inspectors.
Consults with architects, engineers, contractors, and other interested persons to interpret code requirements and resolve design and construction problems.
Attends pre-bid, pre-construction, bid openings and related meetings to provide technical input regarding the work to be performed and contractual needs of the City.
Keeps abreast of new code developments and conducts training sessions.
Analyzes preventative maintenance records to determine degree of maintenance and repairs needed; write reports with recommendations.
Performs other related supervisory and technical duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of trade to which assigned and applicable laws and codes (i.e. electrical, plumbing, mechanical, or building industry).
Considerable knowledge of building construction methods and materials.
Knowledge of the techniques and methods of computing cost estimates and preparation of specifications of building construction.
Ability to visually detect defects in materials and work quality.
Ability to operate automobile in order to inspect construction sites.
Ability to walk over uneven terrain, roofs, and climb ladders in order to perform physical inspections.
Ability to interact with all types of personalities and to make sound technical decisions.
Ability to supervise and coordinate activities of subordinate staff.
Ability to communicate effectively orally and in writing.
Ability to maintain complex records, prepare and present oral and written reports.
Ability to establish and maintain effective working relationships with employees, representative from other Bureaus, contractors, sub-contractors and the general public.
