Job Description
 
Performs administrative and supervisory recreation work in planning, coordinating, and conducting the after-school program, Camp Orlando, and various recreational programs at a Regional Recreation Center. An employee in this classification participates in the planning, organizing, and directing of a specialized recreation program designed to meet the needs and interests of participants, parents/guardians, residents, and the public. Duties include training, scheduling, supervising, and evaluating assigned personnel at the direction of the Recreation Program Manager. Employees in this position may be assigned to manage one or more specialized programs.

Work assignments require the exercise of initiative and independent judgment in organizing and supervising specialized recreation activities. Work is reviewed through observation, reports, conferences, performance evaluations, and counseling sessions. Work is sometimes performed outdoors and employees are exposed to extreme heat, insects, and weather conditions. Employees may be required to work evenings, weekends, and holidays.

Minimum Qualifications:

Associate's Degree in Recreation Administration or closely related field and a minimum of one (1) year of experience with program management in a specialty area; or an equivalent combination of related education, training, and experience. Valid Florida Driver's License required. Commercial Driver's License (CDL) desired. FRPA Certification desired. Grant management experience desired depending on the area of assignment.

Responsibilities

Plans, initiates, organizes, coordinates, and supervises the S.P.A.R.K. and M.T.P. After-school Programs, Camp Orlando, and other special programs and services in accordance with the interests and needs of the public.

Ensures all Department of Children and Families (DCF) requirements for the S.P.A.R.K. Program and facility are met including meeting or exceeding DCF policy and ensuring all certifications, files, and reports are accurate and up-to-date.

Coordinates with adjacent elementary school and principal for effective execution of a joint-use agreement between the City of Orlando and Orange County Public Schools.

Visits with educational, civic, fraternal, and social organizations to solicit the participation and support of neighborhood and community groups.

Collects, receipts, and deposits all Center and program fees; bills community groups; and processes check requests for contractual instructors.

Maintains accurate records pertaining to revenue, personnel, inventory, program evaluations, and attendance.

Under direction, assists in the preparation of a program budget.

Recruits/trains counselors and support staff to manage and facilitate programs in accordance with policy as well as maintaining an appropriate "staff to participant" ratio.

Participates in recreation planning, research, and evaluation.

Checks, schedules, maintains, and oversees use of facilities, equipment, and supplies.

Depending on assigned area: Meets with DCF counselor when site is visited by DCF; monitors, collects, and reviews DCF operational files; completes mandated DCF inspections and emergency drills; adds DCF inspection documents after visits; ensures that fire inspection documents are current; and notifies program coordinator when fire inspection document is expiring

Depending on assigned area: Collects and reviews DCF staff files; adds new files and documentation; audits and makes corrections; maintains DCF roster; monitors online training/exams for DCF staff; pays for online courses; collects parents’ signatures for DCF brochures; and ensures information is accurately reflected on DCF progress tracker. Monitors, collects, and reviews logs, sign in/sign out sheets, head counts, and counselor attendance sheets

Depending on assigned area: Manages a Neighborhood Center; maintains program paperwork including budgets and bank runs; handles emails, meetings, events, and complaints; works with Adult Advisory Board, Neighborhood Association, Community Garden, and various partnerships; works with volunteers and donations; assists kids on behavior, mental illness, or special needs issues/tutoring/mentoring; arranges showcases and field trips; and handles accidents/incidents.

Depending on assigned area: Prepares, executes, and makes purchases with grant budget for all designated centers within approved scope of work and allowable purchases; maintains all purchase receipts and keeps within budget to ensure that funding is not exceeded and fully documented. Works with the financial area to execute grant reimbursements and to ensure all contractor invoices are paid out. Provides accurate financial accounting of the grant-funded programs and project activities, expenditures, and budgets, ensuring compliance with federal, state, or private agencies' award specifications and reporting requirements. Advises on management action to maximize funds and prevent underspending.

Depending on assigned area: Assists in the development, coordination, and implementation of youth and family programming and services; supervises staff and data collection for grant and contract compliance; conducts research, analyzes, and evaluates existing grant programs, practices, and procedures; and recommends strategies for improvement as needed to better address community needs. Coordinates Adult Family Services night events at each location in the grant; ensures that each family night meets a pre-approved literacy topic; plans, executes, cleans up, and follows up with sign in sheets and agendas; requests graphics (flyers) as needed; and obtains support from the site supervisors and their Center managers. Also, hosts two Advisory Board meetings each year for each location under the grant; is responsible for planning, executing, and following up with sign in sheets and agenda. Is also responsible for the completion of 21st CCLC timesheets for all support specialists, teachers, site supervisors, and assistant site supervisors.

Depending on assigned area: Assists neighborhood and zone with recruitment, programs, and promotion of events geared toward high school students; ensures collaborative relationships with school personal, community-based organizations, and contract service providers that positively impact program services; and supports daily operations of teen hangout space, which caters to high school teens.

Depending on assigned area: Assesses and evaluates the needs of youth (mental, physical, social); promotes and assists with making referrals for social services (mental health providers, tutors, economic assistance, crisis Intervention). In a working environment, deals with threats from parents and or community patrons that react negatively when policy is being explained to them; utilizes techniques for de-escalation of aggressive behaviors, mental health first aid, QPI (suicide awareness), MOAV (Management of Aggressive Behaviors), and motivational interviewing; and canvases the community due to low parent participation/walking application door to door in high crime area.

Depending on assigned area: Supports the execution of strategic planning and vision for the organization to determine service model and growth; assists in the compliance of program evaluation services and data management for zone participants; enters accurate and timely performance data and grant deliverables; and manages budget.
