Job Description
|
|
Performs professional and administrative work for the Minority and Women Business Enterprise Division. Serves as the Division’s primary point of contact for Women Business Enterprise (WBE) programming and initiatives. Responsibilities include developing programs and projects to ensure sustainable equity and growth for certified women businesses, managing certification process, and overseeing investigations of fraud and program abuse. Work is performed under the general direction of the Program Manager and is reviewed through reports submitted, discussion, and results obtained.
Minimum Qualifications:
Bachelor's Degree in Business Management, Business Administration, or related field and four (4) or more years of administrative or investigative experience, including knowledge of the regulations governing MBE certification; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required.

Manages the certification process, oversees investigations of fraud and program abuse.
Serves as Division’s liaison for Women Business Enterprise (WBE). Performs on-site inspections of WBE companies to ensure compliance with City Code Chapter 57.
Develops programming and projects tailored for women business owners to ensure sustainable equity and growth for certified women businesses.
Promotes WBE retention and recruitment strategies and building relationships within women business owners’ community.
Partners with Multicultural Engagement & International Affairs Division to present information about the certification process to Hispanic business owners and partner agencies.
Conducts monthly Minority Women Business Enterprise (MWBE) workshops in conjunction with Orange County’s Business Development Division.
Examines business records such as purchase orders, contracts, liability, bonding, and other insurance documents, various licenses and permits, ownership records and other related legal documents to establish/verify correct ownership, management, and control of company.
Presents appellant cases to the Certification Appeals Board.
Reviews legislation and regulations related to WBE and coordinates with other departments/divisions to assist with mitigating issues with the WBE community.
Provides information on initiatives and opportunities in the WBE community.
Perform other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of City Code, Chapter 57, specifically Articles II and III.
Knowledge of contract compliance and MBE Certification program.
Knowledge of local, state, and federal legislation that relates to MWBE programming.
Knowledge of financial records, taxes, contracts, purchase orders, liability insurance, bonding, and licensing requirements.
Skilled in public speaking and presenting information clearly and concisely verbally and in writing.
Skilled in project management.
Ability to work in a team, display leadership, resolve conflict and remain calm in stressful situations.
Ability to manage time and multiple tasks effectively.
Ability to research, analyze, audit, and interpret various laws and make valid conclusions.
Ability to meet and work effectively with the public, superiors, officials, departmental personnel, and members of minority and woman business community.
Ability to effectively express the need for full commitment to MBE projects to all stakeholders.
