Job Description
|
|
Performs above-average physical and semi-skilled work locating and marking underground utility lines. Responsible for identifying and marking with paint, flags, permanent utility markers, and electronic marker system (EMS) ball markers to identify sewer force mains, reclaimed water lines, gravity service, and service connections. Locations must meet Chapter 556 F.S. to prevent possible damage from excavating and construction agencies. Work is performed under the general supervision of the Wastewater Systems Evaluation and Maintenance Supervisor. Work is reviewed while in progress and upon completion through direct observation and meetings. Work is performed outdoors under extreme weather conditions, with noxious fumes, chemicals, insects, excessive noise, raw sewage, and garbage. May be required to work weekends and holidays. During periods when the Mayor issues an emergency declaration for the City of Orlando, all employees may be required to work in preparation, response, or recovery activities related to the stated emergency.
Minimum Qualifications:
High School Diploma/G.E.D. Certificate and two (2) years experience in public works such as construction, maintenance, and/or repair of manholes, force-mains, or sanitary sewer collection systems, including using tools and equipment used in construction, maintenance, and repair work; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Wastewater Collection System Operator C and GOAA Secure Area Access I.D. badge required within ninety (90) days of hire.

Responsibilities
|
|
EXAMPLES OF WORK PERFORMED:

Retrieves daily utility location requests from City ticket management software.
Uses electronic and/or paper utility maps, engineering plans, computer programs and other drawings to assist in locating and identifying sewer force mains, reclaimed water lines, gravity sewers and service connections.
Uses electronic pipe locating, ground penetrating radar (GPR), Viavax, vLoc M, 3M Dynatel and use physically locate utilizing hand tools, shovels, proving rods, water probes, and measuring instruments to field verify the location of utilities.
Marks facilities with paint, flags permanent Utility Markers and electronic Marker System (EMS Ball Markers at the surface to identify their locations.
Responds to verify sewer system overflows, depression reported by the public or other trouble areas.
Performs field measurements and prepares notes and sketches in both electronic and hand written format of utilities which are shown incorrectly on maps and drawings; conveys this information to technical staff who make the appropriate changes.
Sets up traffic control devices such as cones, barricades, and warning signs on streets and roads to establish safety barriers around work sites.
Assists field maintenance crews in repairing utility malfunctions such as water breaks. May enter vaults, using confined space entry procedures, to determine the types and sizes of pipelines.
Participates in meetings with employees from other divisions and departments, contractors, and representatives from outside agencies, to obtain information on construction projects and provide information on the location of utility lines.
Interacts with general public and contractors to relay information relating to utilities.
Excavates shallow trenches, which may require the use of pumps, compressors, air hammers, pipe saws and other equipment incidental to the construction, repair and installation of sewer lines.
Utilizes safety equipment such as gas detectors, tri-pods, safety harnesses and personal protective equipment.
Assist construction crews with flagging operation on major sewer projects.
Performs routine maintenance and servicing on vehicle and motorized equipment; checking fluid levels-oil, gasoline and water coolants and sometimes troubleshooting equipment.
Maintains inventory of repair materials on truck to perform all types of minor repairs.
Maintains accurate records using paper and/or electronic systems.
Closes-out requests upon completion of work.
Protects equipment against weather, theft, and accidents; ensures that all required maintenance to assigned vehicles, locating tools and equipment is performed and vehicles are properly stocked with work supplies.
Attends meetings with contractors who have notified the department of their intent to excavate.
Coordinates with contractors and other agencies to ensure projects are accomplished.
May train utilities maintenance staff to operate line location equipment.
Identifies errors and/or make corrections to utilities maps and relay the information for GIS mapping updates.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of Florida Departmental of Environmental Protection regulations and Chapter 556, Florida Statues.
Knowledge of construction and operation of the underground reclaimed water distribution and wastewater collection systems, policies and procedures as they apply to the job.
Knowledge of underground facilities such as pipes, valves, fittings, meters, manholes, services, etc.
Knowledge of the necessary precautions and awareness needed to prevent injury due to vehicular traffic, rough terrain, insects, heat and strenuous work encountered in the field.
Knowledge in the operation of computer equipment and software.
Knowledge of basic mathematics and field survey, including the ability to calculate slopes, elevations, and depths.
Skill in the proper use, care and adjustment of electronic or manual utility locate equipment.
Skill in troubleshooting and resolving problems.
Ability to understand utility maps and construction drawings, and determine dimensions from scaled drawings.
Ability to maintain accurate records, logs, and reports, and draw-out if necessary schematic sketches of underground pipe alignments, if necessary.
Ability to determine the correct location of underground utility lines using electronic locating equipment.
Ability to review and interpret maps as built drawings descriptions, and blueprint to determine the locations of underground utility lines.
Ability to work independently and prioritize work.
Ability to coordinate activities with others.
Ability to operate a computer and work with various software, including Microsoft Word, Excel, Maintenance Connection, Irth Utilisphere, and Sunshine 811.
Ability to drive safely and responsibly.
Ability to carry out written and oral instructionsAbility to communicate clearly and concisely, orally and in writing.
Ability to establish and maintain effective working relationships with those contacted in the course of work to include the general public.
Ability to lift 50 lbs+
lift and carry equipment for periods of short duration but repeatedly over the course of a day (occasionally requires heavy lifting), stand and walk on uneven terrain for extensive periods of time, bend, stoop, push, pull, and dig.
