Job Description

Performs supervisory, limited administrative, and skilled work for Traffic Operations. Responsible for performing traffic control enforcement work to ensure traffic safety standards are observed by those performing work in City Right of Ways. Primary duties include inspections of work performed in City Right of Ways, advising those performing work regarding methods to warn, control, protect, and expedite vehicular and pedestrian traffic, and notifying others affected by barricades and closures (e.g., Police and Fire Departments) of obstructions and detour routes; attend meetings with customers to assist with the development of traffic control plans related to construction, utility installation and maintenance; and assist with Special Event staffing and traffic management. Work is performed under the supervision of the Traffic Control Manager and reviewed through observation, results obtained, and discussions. Required to work nights, weekends, and holidays. Must be in good physical condition and able to lift and carry at least forty pounds (40 lbs).

Minimum Qualifications:

Associate's Degree in Civil Engineering with two (2) years experience in work zone traffic control and one (1) year responsible supervisory experience required; or an equivalent combination of education, training, and experience. Valid Florida Class E Driver's License required. Advanced Temporary Traffic Control (TTC) or Maintenance of Traffic (MOT) certification required within six (6) months of hire date. Florida Department of Transportation (FDOT) Intermediate Temporary Traffic Control (TTC) or Maintenance of Traffic (MOT) Certification desired.

Responsibilities

EXAMPLES OF WORK PERFORMED:
Advises contractors, utility company personnel, and others performing work in City Right-of-Ways on methods to warn, control, protect, and expedite vehicular and pedestrian traffic, during pre-construction meetings and at work site, using knowledge of traffic control and traffic safety.

Draws diagrams of construction site to reflect buildings, driveways, parking meters, signs, and other structures affected by construction, as well as the appropriate barricades, closures, detour routes, signs, crosswalks necessary to expedite traffic flow, reduce confusion to motorists, and minimize accidents and injuries to workers and the public.

Inspects City Right-of-Ways to determine if barricades, closures, and detours comply with traffic control/safety regulations and permit specifications; informs workers when safety and traffic control standards are not met, advises supervisor when unable to obtain compliance.

Measures areas of barricades, closures, and detours to insure that adequate space is available for safe and smooth pedestrian and vehicular passage; may obtain and arrange barricades, closures, and signs at construction sites as necessary.

Operates and programs an electronic variable message sign, using a laptop computer.

Notifies Police and Fire Departments, transit companies, ambulance services, and other agencies affected by barricades, closures, and detours through written announcements and over the phone to supply details of closures, detour routes, and duration of closures; submits written announcements to supervisor for review and distributes as required.

Assist with plan review for compliance and constructability.

Attends plan review meetings and pre-construction meetings.

Trains, directs, schedules, assigns, reviews, and evaluates the work of Traffic Safety Technicians.

Assigned to assist with special event traffic management. This may include being assigned to a crew, Event Lead, or Event Coordinator. Special event duties may include implementing approved traffic control plans, overseeing activities of crews, coordinating with the Orlando Police Department supervisors assigned to events.

Communicates with event crews via two-way radio and telephone.

Operates a one-ton service vehicle and transports trailers and equipment used in construction work zones.

Reviews permits for maintenance and construction work performed in City Right-of-Ways and related construction blueprints and sketches to note relevant information in log book.

Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Working knowledge of traffic control standards as set forth in the Florida Department of Transportation Design Standards and Manual on Uniform Traffic Control Devices.

Knowledge of municipal rules, regulations and ordinances relating to traffic flow and control

Knowledge of the process of street construction and the materials, tools, and equipment used in street construction.

Knowledge of sign installation and maintenance and pavement marking.

Skilled in the operation of a one-ton service vehicle.

Skilled in the operation and programming of electronic variable message signs.

Skilled in the operation of hand and power tools.

Skilled in the operation of a two-way radio.

Ability to assign, review, and review the work of subordinate staff.

Ability to establish and maintain effective working relationships with others.

Ability to read engineering plans and sketches relating to street construction.

Ability to perform inspections under adverse conditions such as inclement weather, and to traverse construction sites (uneven ground, trenches, etc.) during inspections and on-site meetings.

Ability to load and unload barricades, signs, and other job related materials to/from vehicle.

Ability to stand for long periods of time.

Ability to lift at least 40 lbs.

Ability to climb ladders and/or work from truck bed.

Ability to work weekends, nights, and holidays as requested.
