Job Description
|
|
Performs professional and administrative work for the Transportation Department by providing innovative services to ensure the City of Orlando's transportation system is efficient and safe. The Transportation Policy Manager plays a key role in developing the long-term policy framework and leading the advocacy efforts for regional positioning and achieving the City's transportation vision. This includes policy analysis and support for regional transportation decision-making concerning transportation investments, transportation system development, transportation funding, and related facets to move the City’s transportation department forward. Work performed under the direction of the Transportation Deputy Director.
Minimum Qualifications:
Bachelor's Degree in Public Policy, Public Administration, or related field and three (3) years of experience in public policy formulation, transportation policy, transportation initiatives, and legislative and government relations in local, state, and federal policy; or an equivalent combination of education, training, and experience. Some supervisory experience required. Valid Florida Driver's License required.

Develops long-term policy framework for regional positioning and achievement of the City's transportation vision
Represent the City of Orlando’s interests on key projects and collaborate with regional and statewide partners i.e. Metroplan Orlando, LYNX, Central FL Commuter Rail Commission (CFCRC), FL Department of Transportation (FDOT),
US Department of Transportation (USDOT), NACTO (National Association of City Transportation Officials) to advance the goal of bringing safe, equitable and efficient transportation to all areas of the city
Responsible for the overall effectiveness in generating and accelerating grants, priority projects for capital improvements, infrastructure, regional transit systems, operations and management and reporting to the Transportation Director
Collaborate with regional and state transportation policy partners to establish, implement, and communicate policy priorities and projects important to the City of Orlando
Serves as a member of the department's Executive Team, provides departmental management support
Performs other related duties as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the principles and practices of modern public administration and policy development.
Extensive knowledge of federal, local and regional issues impacting local and regional transportation programs, projects and related traffic operations.
Skilled in taking a global perspective when approaching issues, using a regional lens in developing the path forward and figuring out how emerging technology works within the City of Orlando’s long-term projects plan.
Skilled in researching complex issues and developing recommended actions; ability to prepare informative reports and deliver persuasive, succinct presentations to senior management as required. Delivering effective, clear and persuasive oral and written communications to individuals and groups to move the City of Orlando Transportation agenda forward.
Skilled in identifying emerging issues, developing and implementing new approaches.
Strong ability to maintain confidences and routinely handle extremely sensitive and political information; skilled in human relations, diplomacy, tact and negotiating.
Ability to build networks inside and outside the city organization; develop and maintain productive relationships with elected officials, community leaders, advisory boards, and the general public. Understanding of the City's political environment and sensitivities; ability to function effectively within that environment.
Ability to anticipate and resolve problems before a crisis ensues.
