Job Description
 

Performs professional, technical, administrative, and supervisory work managing cross-functional activities related to the design, development, and implementation of organizational software.  Responsible for providing leadership to the organization’s Database Analytics, Geographic Information Systems, Systems Integration, and public safety functions according to best practices while ensuring high customer service quality and availability. This individual will apply proven communication skills, problem-solving skills, and knowledge of best practices to guide their teams on issues related to the design, development, and deployment of mission-critical information and software systems. Work is performed under the general direction of the Deputy Chief Information Officer, and performance is reviewed through meetings and outcomes achieved.

Minimum Qualifications:

Bachelor's degree in Information Systems, Computer Science, or related field and four (4) years of programming, GIS or database management, including two (2) years in a management/supervisory capacity; or an equivalent combination of education, training, and experience. Florida Driver’s License required. Must pass police background investigation.

Assists in analyzing business needs to identify potential cloud solutions and executing, validating, and maintaining alignment between business priorities and cloud adoption efforts.

Collaborates with business and IT stakeholders to ensure smooth and reliable delivery of critical software and systems to fulfill business objectives, support business processes, and ensure business continuity.

Communicates the vision and goals of application software services to stakeholders and senior organizational management.

Leads and participates in planning, support, and other mission‐critical discussions with key
vendors and technology partners related to applications and software initiatives.

Manages the portfolio of applications, systems, software, products, and/or enhancements throughout the Enterprise and applications lifecycle.

Ensures that applications meet business requirements and systems goals, fulfill end-user requirements, and identify and resolve systems issues.

Oversees operations, ensuring cloud systems' performance, and implementing strategies for effective cloud service management.

Develops road maps, documentation, and process evaluation that allow for capability assessments, presentation of data and dashboards, and recommendations to stakeholders about the current state of the applications within the environment.

Drives focus and prioritization regarding application initiatives by establishing strategic planning and governance principles and processes.

Leads the timely and effective response to application incidents while coordinating and communicating with
relevant teams and stakeholders, including both technical and leadership tiers.

Reviews and analyzes the existing application's effectiveness and efficiency, and then develops strategies for
improving or leveraging these systems.

Cultivates and disseminates knowledge of application-usage best practices.

Advises, researches, and recommends software products and services in support of procurement and development efforts.

Ensures that any new software integration into the organization's systems meets functional requirements, system compliance, and interface specifications.

Coordinate feasibility studies for software and system products under consideration for purchase, and give advice based on findings.

Performs other duties as may be assigned.
 


Knowledge, Skills, and Abilities:
Knowledge of Compliance with federal, state, and City mandates, data privacy, and security best practices.

Extensive knowledge with application support experience within a large enterprise environment.

Extensive knowledge overseeing the direction, development, and implementation of software solutions.

Strong knowledge of system and software quality assurance best practices and methodologies.

Knowledge of advanced principles of ITIL.

Working technical knowledge in areas such as SQL, .NET, integrations, GIS, cloud computing, etc.

Knowledge of the management of a technical support team.

Skilled in both written and verbal English.

Excellent skills in communication, collaboration, and organization.

Ability to gather and analyze information related to trends and issues in client support. 

Ability to prepare and present information in an organized fashion to stakeholders.

Ability to establish and maintain partnerships or influence existing partnerships to achieve organizational results.

Ability to plan, coordinate, and supervise the work of assigned staff.
