Job Description
 
Performs professional and administrative engineering work reviewing and managing Site Engineering and Right of Way permit review staff. Responsibilities include supervising operations and performing reviews of construction plans, technical calculations, and documents; coordinating projects dealing with roadway and drainage improvements; and performing other necessary duties. Responsibilities include managing the day-to-day interactions with the constituents, City of Orlando staff, and other local, state, and federal agencies related to stormwater management, roadway design, MS4 requirements, and floodplain management. Work is performed under the supervision of the Assistant City Engineer.

Minimum Qualifications:

Bachelor's Degree in Civil Engineering and five (5) years experience in planning, designing, and managing civil improvement projects, two (2) years of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Florida registration as Professional Engineer (PE) required. Certified Floodplain Manager (CFM) certification required.
 
Responsibilities

Supervises engineers and technicians performing site engineering and right-of-way permit reviews as it relates to stormwater management, roadway design, MS4 NPDES requirements, and floodplain management.

Works with Information Technology and consultant staff in developing automation procedures where appropriate.

Maintains and cultivates a positive and constructive working relationship with outside regulatory agencies, private and public utilities, contractors and professionals in other City departments, offices and divisions. Responds to applicants as needed, providing accurate information and education.

Prepares and contributes to departmental reports and assists with budget preparation.

Attends meetings, public hearings, and other outreach opportunities as required by this position, and in the Assistant City Engineer’s absence if required.

Calculates feeds and reviews agreements, easements, and other legal documents; ensuring legal compliance. May need to provide extra coordination of possible revised plans.

Receives and reviews numerous requests regarding drainage and infrastructure.

Performs other duties as assigned


KNOWLEDGE, SKILLS, AND ABILITIES:

 Knowledge of the principles and practices of civil engineering.

 Knowledge of computer utilization in engineering design.

 Knowledge of the principles and practices of Civil Engineering.

 Knowledge of computer aided drafting and design.

 Knowledge of modern development practices, current literature and trends in the field of civil engineering practice.

 Ability to plan, assign, instruct, review and evaluate work assignments of technical and professional personnel.

 Ability to provide technical review of a wide variety and large volume of permits (both in-house and outside agencies), technical reports, engineering plans and specifications and other related documents.

 Ability to use professional judgment in the resolution of complex engineering problems.

 Ability to establish and maintain effective working relationships with City staff, outside design professionals, the development community, and Federal, State and other local regulatory agencies.

 Ability to communicate effectively, both orally and in writing.
