Job Description
 
Performs responsible supervisory and administrative work relating to the installation, operation, maintenance, and repair of wastewater collection system and reclaimed water distribution system. Primary duties include waste collection and reclaim water distribution plans review, scheduling and coordinating contracted projects, estimating costs, procuring materials and supplies, inspecting work, assisting with preparing annual operating budgets, and performing various administrative tasks. Responsible for responding to sewer emergencies twenty-four hours a day for seven days a week (24/7) and/or during declared disasters from upper management. Work is performed under the general supervision of the Sewer Evaluation and Maintenance Manager. Performance is reviewed through reports submitted, inspection of facilities, section accomplishments, and conferences with upper management.

Minimum Qualifications:

Bachelor's Degree with coursework in Engineering, Physical Science, Business Administration, or related field plus four (4) years experience in the operation, repair, maintenance, troubleshooting, and diagnosing of problems or failures of wastewater collection systems, reclaim water distribution, and related equipment (including pumps, engines, vacuum trucks, CCTV equipment, valve exercisers, and sewage pumping stations), including some supervisory/managerial experience; or an equivalent combination of education, training, and experience. Valid Florida Class "E" Driver's License required. Wastewater Class “A” Collection Technician certification required. Reclaim water field inspector certification desired.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Assists with planning, coordinating, and scheduling the inspection, testing, analysis, and repair of the wastewater collection system to reduce infiltration from entering the sewer system. Supervises through subordinate supervisors the work of unskilled skilled, technical workers and contractors.

Analyzes and evaluates the results of tests performed by contractors and city employees pertaining to sewer main & lateral lining, cctv televised inspection reports, cross connection inspection reports and related data to determine the best course of action for repairs. Also, prepare technical reports outlining findings and appropriate corrective measures to be taken.

Assists with the review of Sewer Flow Reduction Reports for technical accuracy and submits requests to Florida Department of Environmental Regulation (FDER) for allocation of reclaimed sewer capacity.

Assists with the administration and monitoring of contracts involving sewer and reclaim water distribution main lines rehabilitation work. Authorizes contractual payments in accordance with departmental policies.

Participates in the interview and selection process of new staff; monitors performance and counsels as needed to correct deficiencies.

Oversees the training of staff in proper work methods, operation of tools and equipment and safety procedures. This includes detection of unsafe atmospheric conditions, installation and maintenance of open channel flow meters, groundwater level indicators, rainfall recorders, pressure smoke/dye testing, flow isolation, lift station pumping volumes and other tests.

Attends project planning meetings to provide input for scheduling.

Attend pre bid Q&A sections, as the City representative, with potential contractors looking to bid on city contracts…etc.

Performs other duties as assigned.


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of environmental regulations and ordinances governing wastewater collections system and cross connection inspection procedures.

Knowledge of safety regulations and procedures.

Thorough knowledge of various sewer line maintenance, repair/rehabilitation techniques and procedures such as sewer line cleaning, flow control, television inspection, sewer pipe joint testing and sealing, manhole sealing, sewer line slip lining, and manhole rehabilitation processes.

Skilled in the use of Microsoft office suite and program, specifically word and excel.

Ability to interpret technical blueprints and as built drawings and form valid conclusions.

Ability to establish and maintain effective work relationships with contractors, City employees, representatives of regulatory agencies and the general public.

Ability to prepare clear and concise administrative and technical reports.

Ability to plan and direct and monitor the work of multiple contract companies.

 Ability to develop and administer standard operating procedures.
