Job Description
|
|
Performs inspections and reviews records to ensure compliance with contract agreements and government regulations, including labor standards and income eligibility requirements for housing assistance with government funds (such as HUD grants).
M/WBE DIVISION: Performs inspections and reviews records to ensure compliance with Chapter 57 Articles I & II of the Orlando City Code. Assists with monitoring M/WBE utilization on City contracts with participation goals. Coordinates small business and minority/women forums for outreach and networking. Serves as Certification Appeals Board Secretary.
Minimum Qualifications:
Associate's Degree in Business, Public Administration, or related field and two (2) years experience determining eligibility, property management, contract administration, or other related work, preferably involving housing or labor standards; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required.

Responsibilities

EXAMPLES OF WORK PERFORMED:

Performs contract administration duties to ensure that contractors comply with applicable labor standards such as the Davis-Bacon prevailing wage rate provisions as required by CDBG contracts; reviews certified payroll reports and related documents; conducts on-site inspections, examines records, and interviews individuals to establish facts; investigates violations; recommends corrective action, administrative action, or sanctions against willful violators as necessary.
Inspects tenant documents on a routine basis to ensure that organizations awarded HUD funds such as HOME, Emergency Shelter, and other similar grants, comply with regulations on eligibility requirements for providing assistance; reviews financial, legal, and maintenance records to ensure management of property and billing information is appropriate; investigates complaints; prepares report of findings and makes recommendation for resolution; maintains documentation.
Instructs contractors, non-profit organizations, and others on government regulations and contract requirements including labor standards, housing eligibility requirements, and related matters; explains responsibilities for documentation and consequence of violation.
Assists with developing procedures and guidelines for administering contractual responsibilities of program; ensures bid documents and contracts are complete and contain all required labor standards and contract specifications; regularly reviews regulations and initiates action to ensure compliance with changes; serves as technical expert and advisor to management, contractors, non-profits, and others.
Performs various other administrative duties; provides staff assistance to committee members reviewing and awarding contracts; serves as liaison to HUD and other government representatives; and performs other duties as assigned.
May serve as Certification Board Secretary.
Performs other duties as may be assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of Housing and Urban Development (HUD) programs such as CDBG, HOME, and related grants.
Labor standards per the Davis-Bacon Act, EEO, and Fair Housing regulations.
Knowledge of business math and administrative procedures.
Ability to review records, determine compliance, and to apply government regulations or other policy.
Ability to gather information, organize work, and coordinate to meet work objectives.
Ability to use proper English, including grammar and composition, to prepare correspondence and reports of inspections or findings.
Ability to communicate information and ideas effectively.
Ability to establish and maintain effective working relationships with employees, outside agencies, and general public.
