|
Performs professional and administrative work assisting the Director of the Office of Sustainability & Resilience (OSR) in the management of OSR staff toward the development, management, implementation, outreach, monitoring, and reporting of initiatives designed to advance the City of Orlando’s goals, as specified in the Municipal Sustainability Operations and Community Sustainability Action Plans. This work and staff support will span policies and programs across all OSR focus areas, with a strong emphasis on clean energy and green building strategies that significantly reduce community energy costs and carbon pollution, create local demand for skilled workers, and produce new market opportunities for private-sector investment in the existing building stock. Provides the direct leadership of the City’s emerging climate resilience and adaptation planning, the enhanced application of a social equity lens to sustainability in Orlando, and the continued development of employee educational programming. Establishes meaningful performance methodology for the ongoing measurement, evaluation, and reporting of OSR progress including the development of a strategic plan and report. Acts as the Sustainability Director in their absence. This position reports directly to the Sustainability Director. Performance is reviewed on a periodic basis through both formal and informal meetings and reports.
Minimum Qualifications:
Bachelor's Degree in Environmental Science, Urban Planning, Sustainability, Business Administration, or equivalent plus four (4) years government or private sector work directly related to sustainability and resilience; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Master’s Degree or higher in related field desired.

Coordinates efforts of city agencies, expert partners, residents, businesses, and other stakeholders toward achieving the City of Orlando’s sustainability and resilience goals.
Leads Orlando’s climate resilience and adaptation planning and implementation.
Direct support, guidance, supervision, and tasking is provided to Initiative managers, who are responsible for implementing existing plans and also developing new strategic initiatives in their respective space, both internally and through external partners. Leadership and strategic partnerships are also managed and enhanced across other city departments and regional partners in order to achieve high-priority city initiatives such as transitioning the entire city to 100% clean energy, ensuring access to healthy food for all our residents, and identifying new technologies the city should be planning for such as advanced air mobility.
Provides thought leadership on local sustainability.
Writes successful grant applications to support OSR work.
Helps establish and execute methods for enhanced data management and ongoing measurement of OSR progress.
Updates a detailed work plan describing the objectives, goals, and responsibilities for the position, and take action on that work plan.
Ensures the city’s progress across the OSR initiatives, which may include leading particular projects or aspects of their plan, managing stakeholder engagement, drafting documents and materials, giving presentations, and performing data analysis.
Aids in the development, refinement, administration, integration and communication of sustainability policies, practices, and related public awareness and educational campaigns for the City of Orlando.
Ensures appropriate reporting to City of Orlando and various organizations, partners, and commitments.
Develops and manages strong relationships and maintain appropriate bi-directional communication and information flow within city government and its various partners and organizations to ensure the organization’s capabilities are fully leveraged on the ground.
Manages the City of Orlando’s strategic efforts with stakeholders, partners, and networks at the local, regional, and national levels, including academic partners, regional organizations, nonprofits or other companies, federal agencies, and beyond.
Evaluates and develops OSR policies and procedures and optimizes procedural and operational functions across team to meet short- and long-term goals and objectives.
Supports the Director of OSR in serving as a subject matter expert to the Mayor, city management, City Council, advisory groups, city operations, partnership entities and internal and external stakeholders for sustainability related policies, practices, programs, procedures and initiatives.
Provides staff support to policy groups, advisory boards, commissions and committees.
Evaluates, responds and recommends responses to proposed legislation and rules of interest that may potentially impact the City of Orlando.
Shares lead management responsibility for all sustainability policy activities, program services, personnel, fiscal resources and customer service with Director of OSR.
Develops and implements policies and practices that optimize and evaluate city investments.
Duties may also involve research and investigation of issues of significant interest or importance to city officials, policy development, coordination of programs, consultation with State and Federal agency staff, and the submission of reports or investigations to executive management.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of current principles and practices of community and corporate sustainability, energy policy and efficiency, conservation, environmental design, comprehensive planning, multi-modal transportation, economic development, and related interdisciplinary concepts.
Knowledge of green economy and sustainable development principles, practices and opportunities.
Knowledge of principles and practices of public administration and public policy management.
Knowledge of data and statistical analysis, performance metrics, performance tracking and reporting.
Knowledge of fiscal management, budget development and grants administration.
Knowledge of principles and techniques of employee supervision, management and development.
Knowledge of advanced oral and written communication as well as a strong ability to educate, persuade and mobilize resources.
Knowledge of pertinent Federal, State, and local laws, ordinances, statutes, and court decisions relating to municipal sustainability.

Ability to provide oversight and direction for major programs, plans and policies focused on energy management, sustainable transportation and corporate sustainability initiatives that impact municipal operations as well as the broader Orlando community.

Ability to gather and analyze routine and complex data, and interpret and communicate key information for decision-making and formulation of policy recommendations.
