Job Description

|
Performs administrative and professional work assisting the chief and deputy chief administrative officers with various administrative and project management functions. Primary duties include; managing projects; conducting research on issues of significant importance to the City of Orlando; assisting in the development of policies and proposals; assisting with coordination of programs with City officials and/or local nonprofit and community-based organizations; consulting with state and local agencies; interpreting City policies and ordinances; coordinating, administering, and implementing projects and monitoring progress; dealing with developers, stakeholders, and contractors to resolve problems; negotiating changes and preparing documentation to ensure compliance with the provisions of pertinent agreements; and participating in the development and research of the City's legislative agenda. Work is performed under the supervision of the Chief Administrative Officer (CAO). Performance is reviewed through conferences, reports submitted, and results obtained. Minimum Qualifications:
Bachelor’s Degree in Urban Planning, Public Administration, Business Administration, or a related field; four (4) years of administrative experience with responsibility for project management, coordination of in-depth research and analysis, and interaction with various governmental agencies; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Demonstrated ability to independently perform increasingly complex duties required.

Assists in investigation of citizen inquiries and complaints regarding City services, staff, and policies; recommends appropriate action; and assists in preparation of related correspondence and supporting documentation for the Mayor and CAO/DCAO.
Represents the Mayor’s and CAO’s offices on various committees, projects, and meetings.
Assists in research, investigation, and study of issues of significant interest or importance to City officials; assists in report submission and recommendations to executive management; and assists in research, preparation, and submission of grant award applications for various federal, state, and philanthropic funds.
Plans and implements assigned special projects (internal and external) to further the City’s mission and to enhance community building/problem solving efforts.
Assists in the development and administration of the annual operating budget for the CAO’s office (including Multi-Image and Economic Development).
Assists in development of strategies for policy issues; coordinates activities with City officials; and develops and maintains contacts with representatives of federal, state, and local agencies.
May: consult with Intergovernmental Relations Officer and other City officials regarding pending legislation and major issues impacting the City; participate in development of City’s legislative plan; and provide City staff with information regarding pending legislation and potential impact on departmental operations.

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of theories, principles, and practices of public administration.
Knowledge of City government and departmental operations.
Knowledge of ethics, laws, policies, and statutes affecting all levels of City government.
Knowledge of statistical and other research methods and procedures.
Knowledge of budget and basic personnel management, including volunteer management issues and laws.
General knowledge of the City’s development and planning processes (land use, entitlement, and basic permitting concepts) and advertising plans.
Knowledge of the legislative process.
Skilled in the operation of personal computers and related software.
Ability to organize and coordinate complex and controversial projects across multiple departments.
Ability to build consensus among diverse groups of various individuals, and stakeholders.
Ability to communicate effectively, both orally and in writing, and to represent the City at public speaking engagements.
Ability to conduct research studies/investigations and prepare concise, accurate written and oral reports.
Ability to handle the organization of many tasks in a fast-paced environment.
Ability to organize and coordinate complex projects and initiatives.
Ability to interpret the impact of proposed and enacted legislation, laws, and ordinances as they apply to Citywide concerns.
