Job Description
 

Performs complex technical and administrative work on projects related to the preparation, review, and examination of appraisals to determine the fair market value of real estate and other related interests for eminent domain proceedings for the City of Orlando. Develops and manages projects, policy, and programs related to the sale, lease, acquisition, and/or disposition of property on behalf of the City. Represents and negotiates transactions with buyers and sellers. Work is performed independently with general supervision. Work is reviewed for compliance with division objectives and policies for achievement of desired results.

Minimum Qualifications:


Bachelor’s Degree in Real Estate, Business, Finance, Public Administration, or related field and six (6) years experience in real estate property management or requisition/disposition; or an equivalent combination of relevant education, training, and experience. Valid Florida Driver's License required. Florida Real Estate Broker’s or Salesman’s License desired.

Develops Marketing strategies for acquisition, sale or lease of properties and assists in the implementation of strategies

Assists in the technical analysis regarding lease agreements, property legal descriptions, surveys, environmental reports, title documents, contract for sale or purchase, etc.

Assists in the development of acquisition/disposition strategies and negotiations

Negotiates contracts and agreements and developments terms and conditions

Oversees various activities in the preparation for real property closings

Oversees the management of City Hall and loading dock including supervision of the property management and dock staff, ensuring the building maintenance is on par with a Class “A” commercial office building

Manages the maintenance of City Hall grounds, hardscape and landscape including coordination with Parks and building management staff

Manages the joint projects with Piedmont for shared building component maintenance, security and upgrades

Assists in budgeting and approval of City Hall renovations and repairs

Oversees access for environmentally impacted properties where the City has responsibility for remediation

Coordinates with the City Office of Legal Affairs and Public Works environmental experts to achieve City goals

Manages the compliance with institutional controls over environmentally impacted, City-Owned properties

Oversees the approval of projects and improvements with controlling authorities

Assists in the management and administration of City-owned property

Signs documents such as permits in the Real Estate Manager’s absence

Approves payroll and invoices in the Real Estate Manager’s absence

Approves City Council agenda items in the Real Estate Manager’s absence

Performs appraisals and valuation estimates for property acquisition/disposition by the City

Inspects and appraises commercial and residential real and appurtenant personal property

Negotiates, approves/denies, reviews all fee and staff appraisals submitted to the City

Evaluates appraisal firm’s performance and determines the Scope of Work for assignments

Estimates total right-of-way cost of projects that include the appraised value of the property to be acquired, appraisal fees, attorney fees and other consulting fees and all legal costs

Coordinates and supervises independent appraiser activities and provides scope of work to be performed

Assists Real Estate Manager and Agents and Office of Legal Affairs with appraisal needs

Tracks all assigned projects through to completion

Plans and budgets for capital improvements and preventative maintenance at City Hall

Manages the quality control for City Hall maintenance activities

Mitigates errors and conflicts between City Hall management and City departments

Advises management on feasibility and value-add of projects

Evaluates and advises on alternative uses for properties

Communicates and coordinates with Florida Department of Environmental Protection, Environmental Protection Agency, Navy officials, Orange County Environmental Protection Division and environmental consultants for direction and resolution regarding environmentally impacted property


KNOWLEDGE SKILLS AND ABILITIES

Knowledge of appraisal methods and review for eminent domain

Knowledge of real estate title work and sources to be checked to determine ownership and legal descriptions of property

Knowledge of the forms, terminology and procedures used in recording deeds and in obtaining dedications of land

Knowledge of real estate valuation principles and an understanding of real property law

Knowledge of contract closing procedures, City, State & Federal guidelines, and appraisal practices

Knowledge of engineering practices and terminology used in land survey and property acquisition work

Skilled in the use of word processing, spreadsheet and Windows software applications

Skilled in property management

Ability to apply knowledge and practices of a State-certified General Real Estate Appraiser

Ability to provide effective customer service and conflict resolution

Ability to operate an automobile

Ability to perform analytical work carefully and accurately

Ability to communicate clearly and concisely, orally and in writing
