This position is responsible for managing the right-of-way of the City of Orlando in coordination with the City Surveyor and City Engineer. In addition, the position is required to manage the records of the Public Works Department that contains right-of-way maps, deeds, as-built surveys, and other documents in the engineering records room. This includes the fulfillment of public records requests and the acceptance or transfer of rights-of-way. Minimum Qualifications: Bachelor's Degree in Business Administration, Management or related field and three (3) years; right-of-way management and archiving/documentation expertise or an equivalent combination of education and experience. Valid FL Driver's License required.

Researches documents of maintenance responsibilities and is responsible for approving or denying right-of-way transfers, conveyances, and acquisitions for incorporation into the City’s right-of-way system.
Tracks and maintains the rights-of-way and easements that are part of the system; keeps accurate records of such maintenance; works with the Streets Maintenance Section for incorporation of that data; and works with the Geospatial Data Manager on the inclusion of data within the Public Works GIS data set for analysis.
Works with the City Surveyor on the platting process and reviews plats as they pertain to rights-of-way and easements that are being dedicated to the City. Also, reviews all vacation or abandonment requests and documents before any right-of-way or easement is released by City Council action or via replat in concern to paper streets.
Reviews plats and right-of-way transfer agreements; checks to see what responsibilities the City will be taking; and what responsibilities will be released by the conveyance of right-of-way by the City to another agency or to a private entity.
Manages the right-of-way review process for the acceptance of right-of-way via right-of-way transfers, deeds plats, and other conveyances; archives those documents; and signs the creating instruments for integration into the City roadway network.
Responds to inquiries of responsibility for maintenance obligations; tracks the maintenance of right-of-way so the current maintained state of right-of-way is known including paving, mowing, and replacement.
Manages the activities of the Records Specialist who files the supporting files for right-of-way maps, plats, right-of-way transfer agreements, encroachment agreements, maintenance agreements, right-of-way encroachment agreements, brick paver agreements, and other records.
Performs right-of-way mapping and right-of-way GIS records. Works to identify rights-of-way or roadways that do not have a clear document, creating the rights-of-way that need to be mapped or included in a maintenance plat.
Works with Public Works GIS Manager to ensure that rights-of-way and easements are properly mapped in the City’s GIS database and mapping systems so reviewers, project managers, and other applicable staff can use the information for decision-making on project and development review or to deal with maintenance complaints.
