Job Description
|
|
Performs professional work in the general administration, development, and direction of assigned programs within the Recreation Division. Programs include Recreation Community Centers, Aquatics, Athletics, Cultural Arts, Recreation Maintenance, and Training. Is responsible for providing operational leadership and administrative direction over multiple recreation programs; supervising professional personnel and their staff; and ensuring that the City of Orlando’s goals and objectives are met. Work is performed under the general direction of the Division Manager. Work is reviewed through reports, conferences, and results achieved.
Minimum Qualifications:
Bachelor’s Degree in Recreation, Leisure Services, Physical Education, or related field and three (3) years professional-level experience managing organized recreational programs to include budgetary responsibilities; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. CPR and First Aid certifications required. Must pass background check which includes polygraph. Florida Recreation and Parks Association and/or National Recreation and Parks Association professional certification desired.

Directs supervision of professional staff and their assigned staff involved in the efficiency and effectiveness of facility operations and programs including developing, training, recommending of personnel actions, evaluating, and disciplining of assigned employees.
Manages, plans, organizes, and implements comprehensive programs for the Recreation Division.
Develops and manages multiple programs, cost center budgets, and expenditures.
Develops policies and procedures; establishes performance standards.
Conducts inspections of buildings, grounds, and equipment for cleanliness and safety in accordance with City, state, and federal health codes.
Arranges monthly meetings and training for managers.
Acts as a liaison between executive staff and facility managers.
Builds and maintains community relationships with other local, regional and state governmental agencies, officials, and citizens; effectively communicates Families, Parks and Recreation objectives and services.
May fill in for another manager position in the work unit as needed.
May assist project manager with Capital Improvement Projects.
May develop and manage a budget for assigned area.
Creates requisitions for purchases in assigned area as needed.
Manages payroll for assigned site(s).
Assists in the development and implementation of goals, objectives, policies, and procedures for assigned employees.
Prepares various reports; analyzes data; comprehends extensive reading; operates a computer; and evaluates the work of others.
Assists in responding to political requests from elected officials.
Depending on assigned area: Conducts fundraising; recruits for grant initiatives; acts as a liaison with outside organizations; vets and partners with outside organizations that share the same goals, objectives, and standards as Division; meets with elected officials; and oversees and develops training for assigned personnel.
Depending on assigned area: Is responsible for field rentals and maintenance; oversees maintenance of pavilions and recreational open spaces; handles rentals of the City’s mobile stage; delivers and stores equipment that goes to Community Centers; and manages the administrative office
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of principles and practices of planning, developing, and promoting recreational/community service programs and facilities.
Knowledge of rules governing all sports and their safety procedures.
Knowledge of City policies and procedures.
Knowledge of principles of budget and fiscal management; financial recordkeeping practices; and basic budgetary administration practices.
Knowledge of personnel management.
Knowledge of techniques used to conduct community surveys and to develop and promote recreation functions.
Skilled in contributing to long- and short-range planning and implementation of recreational programs, special events, maintenance, and all recreational activitiesSkilled in hiring and supervising both regular and seasonal staff.
Skilled in directing and evaluating the work of others.
Skilled in the preparation of budget proposals, capital request documents, and grant applications.
Ability to make public presentations to various groups.
Ability to establish and maintain effective relationships with general public and representative of local business and social organizations.
Ability to supervise and work with a diverse workforce.
Ability to develop and administer an annual operating budget.
Ability to plan, promote, coordinate, and supervise varied recreational/athletic events.
Ability to give demonstrations of techniques used in recreational activities.
