Job Description
 
Performs responsible administrative work that involves coordinating the Department’s administrative, personnel, and communications activities, including financial, administrative, public outreach, and personnel functions to ensure compliance with City of Orlando policies and procedures. Is responsible for the development and implementation of internal/external marketing and promotional campaigns through a variety of methods to inform the public and targeted populations about programs and services offered by the Public Works Department. Performs as the project manager and coordinator of various assigned projects within the City, including all divisions within the Public Works Department. Interfaces with other departments, outside agencies, and the public sector as the representative of the Department to increase effectiveness and keep others informed of Public Works developments. Work is performed under the general supervision of the Solid Waste Division Manager. Performance is reviewed through conference reports submitted and evaluation of results obtained.

Minimum Qualifications:

Associate's Degree in Public Administration, Management, or Finance and two (2) years of experience in an administrative capacity within the engineering field; or an equivalent combination of education, training, and experience. Administrative experience in the public sector preferred.
 
Responsibilities

Coordinates Division's financial activities with OMB and Accounting to include tracking revenue, expenditures, and input into Capital Improvement Projects.

Manages and coordinates public outreach campaigns to support public works projects and initiatives.

Manages multiple marketing initiatives; interacts with a wide range of organizations and constituents to educate and build awareness of the Department’s mission.

Acts as Division coordinator with residents and property owners on public works issues.

Researches and drafts items to be brought before City Council.

Organizes and coordinates special reports for the Director, Deputy Director and Public Works Division Manager, Chief Administrative Officer, and City Council.

Coordinates and verifies the budgets for assigned projects and provides quarterly reports for all projects assigned.

Handles routine administrative functions within assigned projects.

Attends meetings as representative of the Director/Division Manager of assigned projects.

Receives complaints from the general public of various issues; investigates; proposes solution; and makes a recommendation for implementation.

Tracks hiring efforts for the Department and makes suggestions to upper management related to job needs.

Identifies gaps and works to develop and implement corrective actions among all Public Works divisions.

Develops Public Works Department documentation, operating procedures, and training programs.

Reviews comprehensive documents and operations and ensures they are recorded for all Public Works divisions.

Creates reports and presentations for upper management and the public.

Knowledge of the principles and practices of assigned area, which includes accounting, administration, engineering, stormwater, water reclamation, and solid waste.

Knowledge of City government and departmental operations.

Ability to establish and maintain effective relationships with employees, City officials, and the general public.

Ability to coordinate and manage various projects in an efficient and effective manner under constant challenges and strict deadlines.

Ability to communicate effectively, both verbally and in writing.

Ability to use personal computer to perform assigned work.
