Job Description
 
Performs professional work serving as a resource for communicating initiatives originating in the Capital Improvements Division to the affected community. Seeks input from the affected community on initiatives and projects. Updates the affected community on the status of Capital Improvement projects and initiatives. Researches, writes, publishes, and publicizes best practices for Capital Improvements Division projects and initiatives, including producing pages for the City’s web site. Organizes, plans, publicizes, coordinates, and conducts community and neighborhood meetings and communicates information regarding services provided by the Capital Improvements Division and Public Works Department. Work is performed under the supervision of the Capital Improvements Division Manager and requires office and fieldwork. Performance is reviewed through discussions and evaluations of results achieved. This position requires evening and weekend work.

TRANSPORTATION: Performs professional work serving as an administrative and communications resource for initiatives originating in the Transportation Department to the affected community. Seeks input from the affected community on initiatives and projects. Updates the affected community on the status of Transportation projects and initiatives. Researches, writes, publishes and publicizes best practices for Transportation projects and initiatives, including producing pages for the City of Orlando’s website. Organizes, plans, publicizes, coordinates, and conducts community and neighborhood meetings and communicates information regarding services provided by the Transportation Department. Work is performed under the supervision of the Transportation Policy Advisor/Transportation Director and requires office and fieldwork. Performance is reviewed through discussions and evaluations of results achieved. This position requires evening and weekend work.

Minimum Qualifications:

Bachelor's Degree in Public Administration, Public Relations, Engineering, Planning, or related field and a minimum of three (3) years experience in developing and administering neighborhood or community outreach programs; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Knowledge of personal computers (Microsoft Word, Excel, and PowerPoint) required.

TRANSPORTATION: Bachelor's Degree in Public Administration, Public Relations, Community Relations, Communications, Planning, or related field and a minimum of three (3) years experience in developing and administering neighborhood or community outreach programs; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Knowledge of personal computers (Microsoft Word, Excel, and PowerPoint) required.
 
Responsibilities

Researches and identifies City and other resources necessary for community problem solving.

Researches, develops, writes, and communicates newsletters, presentations, and informational materials about Public Works programs, services, best practices, and initiatives to inform citizens and organizations.

Communicates with elected officials, community leaders, media, business owners and managers, and residential customers about Public Works projects and services. 

Coordinates resolution of concerns and problems related to multi-million dollar projects that affect essential services and effect commercial and residential customer’s daily lives. 

Conducts community needs assessments using basic survey and interview methodologies; analyzes survey/questionnaire results and assesses their impact on the community; and facilitates informational meetings with residents to identify solutions.

Develops databases to record and manage data and survey results.

Researches, writes and produces newsletters, brochures and other promotional materials for Public Works programs, initiatives and projects, including producing pages for the City’s web site.

Communicates Public Works services, activities and programs to citizens, businesses and organizations.

Consults with and advises other City departments, elected City officials, and community organizations regarding issues, concerns and potential solutions arising from Public Works projects, programs and initiatives.

Serves as a catalyst for improvement by working with neighborhood residents and other Public Works staff to improve the delivery of projects and acceptance of the same.

Prepares monthly activity reports to reflect outreach activities and results; prepares informational documents and reports for elected City officials and City senior staff.

Performs other duties as may be assigned.

(TRANSPORTATION)​
Researches and identifies City and other resources necessary for community problem solving.

Receives complaints from the general public of various natures, investigates, proposes solution and makes a recommendation for implementation.

Conducts community needs assessments using basic survey and interview methodologies; analyzes survey/questionnaire results and assesses their impact on the community; and facilitates informational meetings with residents to identify solutions.

Develops databases to record and manage data and survey results.

Researches, writes and produces newsletters, brochures and other promotional materials for Transportation programs, initiatives and projects, including producing pages for the City’s web site.

Communicates Transportation services, activities and programs to citizens, businesses and organizations.

Works with neighborhood residents and other Transportation staff as a liaison for project information clarity.

Prepares monthly activity reports to reflect outreach activities and results; prepares informational documents and reports for Transportation Department.

Performs other duties as may be assigned.


KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of City departments, codes, policies and procedures, and Boards and their respective services, policies and procedures.

Knowledge of Florida Statutes: Florida Administrative Code (recycling & SW rules), Land Development Code, City code CH 28 (SWM), CH 42 (Noise)Knowledge of the geographical area and demographics of assigned areas in community, including the ability to read and understand density maps, land use data information, growth management plans, etc.

Knowledge of organizational development, team building, volunteer recruitment and management, conflict resolution, and managing and facilitating meetings, including Robert's Rules of Order.

Knowledge of community resources in the government, public and private sectors.

Knowledge of basic survey and interview methodologies.

Excellent written, verbal, interpersonal communication and presentation skills required.

Skilled in research techniques, report generation and project management.

Skilled in public speaking; researching, developing and making presentations; conducting workshops; and presenting ideas clearly and concisely in writing and/or verbally.

Highly skilled at dealing with wide ranging concerns of multiple stakeholders; developing and communicating solutions to elected officials, community leaders, media, business owners and managers, and residential customers about Public Works projects and services.

Excellent skills in the use of developing PowerPoint presentations, and writing newsletters and publications.

Intermediate level skill in the use of personal computers (including, but not limited to: Word, Excel and PowerPoint) required. GIS and other Public Works operational databases and information sources.

Ability to establish and maintain effective  working relationships with City Departments, elected City Officials, community leaders, residents, area businesses and community and social service agencies.

Ability to remain calm under pressure, in stressful situations and during confrontational meetings.

Ability to work independently, demonstrate independent judgment, and show initiative.

Ability to work evenings and weekends.

Ability to identify neighborhood needs and potential solutions, and to plan, manage and evaluate outreach programs and activities to address needs.

Ability to analyze and interpret factual data necessary to render opinions, decisions and direction to the citizens, community, organizations, associations and businesses.
