Job Description
 
Supervises and assists in the preparation of payrolls, ensuring accuracy and compliance with laws, policy, contracts, and tax obligations. Assists in making sure the payroll is processed on time and accurately. Reviews the work of assigned staff for accuracy. Generates and assembles various reports for financial packets, including taxes, pensions, and record keeping. Submits federal tax payments; generates and submits backup documentation to the Treasury Department regarding financial transmissions and wire requests. Uploads retirement contributions bi-weekly and generates reports for Treasury and Payroll records. Maintains confidentiality of information. Work is performed under general supervision. Work is reviewed while in progress and upon completion through conferences, reports submitted, and periodic audits.

Minimum Qualifications:

Bachelor’s Degree in Accounting, Finance, Business or Public Administration, or related field and four (4) years responsible accounting/bookkeeping and payroll experience, to include supervisory and/or lead worker experience; or an equivalent combination of education, training, and experience. Must pass background check which includes polygraph. Ability to operate personal computers with specific knowledge of Kronos, Microsoft Excel, and HRIS/payroll systems highly desired.
 
Responsibilities

Reviews and balances payroll reports and source documents for deduction or payment requests to ensure accuracy and policy compliance; ensures confidentiality; and files in correct place.

Prepares quarterly 941 reports and annual preparation filing of the Forms W-2 and 1099-R.

Supervises payroll operations; reviews reports and audits manual inputs to ensure timely and accurate processing; prepares bi-weekly and monthly Federal Tax Report and payment of taxes; uploads retirement contributions bi-weekly; and generates reports for Treasury and Payroll records.

Resolves payroll inquiries in a timely and professional matter.

Studies and determines work procedures to expedite work flow and improve efficiency; maintains records of time and section activities.

Prepares financial packets for Treasury regarding wire requests for pension and records of tax payments.

Resolves payroll inquiries in a timely and professional matter.

Works as a liaison with various departments including Human Resources, Benefits, Legal, and Accounting.

Submits federal tax payments to the Electronic Federal Tax Payment System (EFTPS); updates records for tax payment confirmations and BOA receipts.

Participates in supervisory skills training to enhance professional skill set.

Knowledge of the principles and practices of bookkeeping and accounting and ability to apply this knowledge to work situations.

Knowledge of office practices and procedures and skill in operating office machines including calculators.

Knowledge of modern electronic data processing practices and equipment.

Knowledge of the laws, ordinances, rules, and regulations relating to the assigned accounting duties.

Ability to keep records, assemble and organize data, and prepare complete and accurate accounting reports and statements.

Ability to effectively plan, assign, monitor, and review the work of assigned employees, to maintain harmony among assigned employees and to evaluate performance.

Ability to analyze office operations and to recommend innovative methods, procedures, policies, and equipment to improve efficiency.
