Job Description
|
|
Performs technical and administrative tasks for the Orlando Police Department (OPD) related to the control, redaction, and release of video media in response to requests received within the City’s records management system. Primary duties include responding to requests for body-worn camera video and interview room recordings. Work is performed independently and reviewed by the Records Unit Supervisor and Department Legal Advisors.
Minimum Qualifications:
Associate's Degree and two (2) years experience in data entry/retrieval, administration of digital media, responding to public records, and redaction; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required prior to employment. Must pass police background investigation which includes polygraph. Must possess meticulous attention to detail and a thorough understanding of the State of Florida’s Public Records and Retention laws.

Fulfills public records requests for body camera and interview room video in accordance with Florida Statute 119 and City Policy & Procedures.
Researches cases and case files for responsive, request-related, body camera video.
Reviews, analyzes, redacts statute protected material from body camera videos, and submits video media for release to City Clerk’s Office.
Maintains security, confidentiality, and integrity of body camera videos at all times.
Sites Florida Statues exemption(s) that are applicable to redactions on videos submitted for release.
Reviews State Attorney Office case management system to determine case status and for discovery demand. Holds release of video within open cases and completes further review to determine if discovery demand provides releasable video.
Reviews cases for Marcy’s law assertion to guide redaction on victim related video.
Notifies chain of command of potentially sensitive requests.
Confirms documents being released are responsive with customers’ requests.
Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the State of Florida’s Public Records and Retention laws Florida Statute 119 and City Policy and Procedures.
Knowledge of various exemptions for confidential and exempt documents.
Knowledge of what is responsive and what is not responsive when reviewing documents added to a request.
Knowledge of Law Enforcement Records Management System (LERMS), Computer Aided Dispatch (CAD), PowerDMS and Mobile Systems.
Skilled in time management and the organization of personal work schedule.
Skilled in the use of video editing and redaction software and Microsoft Office software.
Skilled in data collection and data entry.
Ability to review and redact responsive video media according to State guidelines.
Ability to sit and work at a computer for an extended period.
Ability to review sensitive and graphic material within body camera videos.
Ability to locate information by research.
Ability to maintain records and prepare reports.
Ability to communicate effectively orally and in writing.
Ability to work both independently and in a team.
Ability to establish and maintain working relationships with the public and staff.
Ability to lift 20 pounds.
