Job Description
 
Performs administrative and supervisory work serving as the facility manager for the Police firing range. Responsibilities include overseeing daily operations of Police firing range and training classrooms; developing and maintaining a schedule of repairs and equipment replacement; implementing safety protocols; maintaining range and classroom supplies; directly supervising permanently assigned range officers and adjunct firearms instructors; and reviewing and developing firearms training. This position reports directly to the Professional Standards Division Captain. Performance is reviewed through conferences, reports submitted, and results obtained.

Minimum Qualifications:

Bachelor’s Degree in Criminology, Public Administration, Criminal Justice, or related field, completion of a recognized firearms training course, and five (5) years experience in law enforcement, to include experience instructing law enforcement firearms classes plus lead or supervisory experience; or an equivalent combination of training and experience. Valid Florida Driver's License required. Must pass police background investigation which includes polygraph examination. The elected candidate must complete a recognized Range Master training course and Certified Law Enforcement Armorer within one (1) year of employment.
 
Responsibilities

Maintains records of range activities, range maintenance, and operations; submits reports, as required.

Plans and budgets for major facility equipment repair and replacement.

Develops and maintains schedule for repairs and replacement of range equipment; performs minor repairs and replacements (target, target systems, bullet backstop, baffling).

Schedules and oversees the work of vendors providing maintenance and repair for the range facility.

Maintains supplies for firing range and classrooms.

Serves as primary contact for all range and classroom activities.

Coordinates with outside agencies on use of gun range; ensures outside instructors are informed and adhere to safety standards and range usage rules.

Repairs and services firearms for sworn members.

Evaluates new firearm technology for potential use in the agency.

Evaluates, updates, and develops firearm courses and required bi-annual Department qualifications.

Provides direction to permanently assigned range officers and adjunct firearms instructors.

Provides formal performance review of permanently assigned range officers.

Oversees all phases of firearm instruction (pre-orientation, Criminal Justice Institute, block training, advanced courses, and specialized courses).

Oversees instruction in various specialized programs (Citizens’ Police Review Board, Citizens’ Police Academy, etc.).

Oversees the instruction of use of force (chemical agent, sage, ECD, patrol rifle, simulations).

Responds to inquiries from other agencies regarding training practices.

Evaluates officer involved shooting incidents and makes recommendations for training updates.

Assists Quartermaster with inventory management of tracking range and classroom assets.

Knowledge of hazardous materials mitigation, including lead mitigation and disposal.

Knowledge of OSHA regulations related to gun ranges.

Knowledge of repairing firearms along with proper use and maintenance of firearms equipment, including safety gear, ammunition, and targets.

Knowledge of proper safety technics related to use and cleaning of firearms.

Knowledge of first aid.

Knowledge of instructional methods.

Knowledge of law enforcement methods.

Knowledge of laws and procedures of evidence.

Knowledge of OPD policies and procedures and written directives.

Knowledge of records management.

Knowledge of City policies and procedures and collective bargaining agreements.

Skilled in operation of standard and specialized police weapons.

Ability to maintain and troubleshoot the pneumatic target system and its components.
