Job Description
 
Performs administrative and professional work involving the initiation and quality control of capital improvement programs, special projects, and park renovation projects for the City of Orlando’s Park Division. Responsible for planning, directing, and coordinating activities to ensure projects are accomplished within the prescribed time frame and funding parameters. Work is performed under the general direction of the Division Manager via the Assistant Division Manager. Performance is reviewed on a periodic basis through formal and informal meetings and reports.

Minimum Qualifications:

Bachelor’s Degree in Civil Engineering, Architecture, Landscape Architecture, or Construction Management and four (4) years experience in area of design and project management; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Bachelor's Degree in Landscape Architecture and a Professional Landscape Architect license preferred.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Analyzes and defines the scope and budget of projects.

Writes City Council Agenda items to obtain authorization to negotiate with consultants.

Research and understand potential project details such as building requirements, electrical plans, master plans, cost estimates, scope of work, progress reports and specifications.

Review of documents such as surveys, reports and field notes in order to understand architectural and landscape architectural plans, contracts, work process and schedules.

Prepares reports, documents, contracts, change orders, capital improvement requests, and work order request using computer programs including Microsoft Office Suite.

Monitors and approves construction activities such as change orders and pay estimates.

Meets with City staff, contractors, consultants, stakeholders, citizens, and construction managers to communicate goals, manage work flow, and insure projects success.

Inspects work sites for adherence to plans and scope of work, citizen and worker safety requirements, environmental protection devices, tree protection, temporary traffic Control, and daily maintenance issues within the work areas.

Performs other duties as assigned.


KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge in Landscape Architecture, Architecture, or Engineering and specialization in outdoor construction including; vehicular and pedestrian circulation, sports facilities, playgrounds, paving, grading and drainage.

Knowledge of concrete construction, outdoor amenities, pavilions, paving, walls, curbs, ADA and landscape, irrigation turf installation and maintenance.

Knowledge of surveying techniques.

Knowledge of the latest civil engineering methodology.

Knowledge of local ordinances and permitting requirements.

Skilled in the use of computer aided design and drafting (CADD) and other software programs to include Microsoft Office Suites.

Skilled in leading design construction teams to accomplish a project.

Skilled in completing forms for permits, applications and pay authorizations accurately and efficiently.

Skilled in presenting and communicating projects concisely in oral and written form.

Skilled in time management.

Ability to read and understand written specifications, contracts, architectural plans and details.

Ability to read, perform and understand estimates, control and log expenditures.

Ability to monitor projects for quality assurance and close out projects within scope.

Ability to deliver quality projects within budget and schedule.

Ability to present projects in public forum.

Ability to organize and prioritize multiple tasks.

Ability to establish and maintain effective work relationships with diverse groups.

Ability to perform construction inspections, which may involve standing, walking, bending, and stooping,

Ability to effectively conduct negotiations with current and perspective consultants, which may involve speaking and hearing.

Ability to work in a confined areas, around excessive noise and at heights.
