Job Description
 

Performs administrative, financial, and technical work assisting in managing the business and financial operations of the Parking Division. Primary duties include coordination of business and financial aspects including but not limited to, budgeting, fiscal analysis, fiscal forecasting, receivables, payables, purchasing, payroll, projects, technical support, and systems administration for specialized application software. Monitors revenue intake associated with agreements, contracts and permits, customer interface, and customer invoicing. Work is performed under the general direction of the Parking Assistant Division Manager. Work is reviewed through reports submitted, observations, periodic audits, discussions, evaluation of support ability, client feedback, and results obtained.

Minimum Qualifications:

Bachelor's Degree in Business Administration or related field and (2) years experience in accounting, finance, and information systems; or an equivalent combination of education, training, and experience.

 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:
Coordinates financial transaction processing for the Parking Division and performs highly responsible complex financial work for Parking enterprise fund.
Coordinates and oversees fee analysis, budget fiscal analysis, receivables, purchasing, payroll, projects, seasonal processing, revenue and fee management, fiscal forecasting, record keeping, and refunds.
Maintains fee structure consistency and related general ledger accounts.
Provides technical support to the Parking Division and Transportation Department, troubleshooting application errors, maintains database integrity, entry of parking system programming, trains permanent and seasonal staff, creating detailed reports, performance measures, tracking facility usage and parking user programs, aging receivables, and monthly lease holder program.
Serves as the technical liaison for the Division by interacting with Technology Management and contractors on new services, testing, updates, or application errors. Ensures applications and software is are accurate and operating efficiently.
Maintains user ID’s to include new staff, terminated employees, and sets appropriate security and user group levels.
Approves and signs requisitions, vouchers, and other office documents.
Provides direction, trains, oversees, and assigns work to subordinate employees.
Plans, organizes and conducts training to program managers and supervisors in the use of financial systems software, as well as identifies other training needs of the division
Coordinates with management and the Department Fiscal Manager on the administration of the Division.
Performs tasks that require familiarity with the terminology used in the assigned area in addition to extensive knowledge of the programs, policies, and procedures of the assigned area as well as general knowledge of other City programs and procedures.
Performs other functions as required to facilitate accomplishment of Section goals and objectives


KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of theory and application of accounting principles and procedures as they relate to comprehensive departmental fiscal administration.
Knowledge of the laws, rules and regulations controlling budgetary and fiscal record keeping.
Knowledge of computers, applications, and parking technology systems
Knowledge of principles and practices of statistics and application of financial and management principles, practices, and equipment.
Skilled in the use of Excel or comparable spreadsheet package.
Ability to apply knowledge of accounting principles to various work situations.
Ability to communicate effectively both orally and in writing.
