Job Description
 
Performs professional and administrative community outreach work facilitating and coordinating a robust community engagement strategy for the Orlando Cares program, the City’s signature volunteer program, with a focus on building relationships with volunteers, organizations, and community partners. Conducts public awareness campaigns to educate and inform the community about Orlando Cares program opportunities. Encourages participation and supervises AmeriCorps Vistas and citizen volunteers. Recruits, screens, places, and trains volunteers. Seeks, writes, administers, and monitors federal, state, and private foundation grants. Work is performed under the general supervisor of the Community Outreach Manager and Director of Community Affairs. Work is reviewed periodically through conferences, reports, and results achieved.

Minimum Qualifications:

Bachelor's Degree in Communication, Public Relations, Public Administration, Business Administration, or related field plus three (3) years experience in social services, government, and community relations, to include experience in developing and administering community-based programs, coordinating volunteers, grant administration, project management, supervision, and public speaking; or an equivalent combination of education, training, and experience. Knowledge of personal computers, social media, and the Internet are required. Valid Florida Driver's License required. Must pass a police background investigation which includes polygraph examination. Applicants must have strong communication skills with the ability to build authentic relationships with diverse racial, ethnic, socioeconomic, and gender backgrounds.

Manages AmeriCorps VISTA grant by writing applications, collecting data, and submitting reports to the federal AmeriCorps agency. Recruits, places, and supervises AmeriCorps VISTA members; provides orientation and monthly professional development for AmeriCorps VISTA members; and communicates regularly with portfolio manager to ensure program is addressing anti-poverty goals and outcomes. Collects and reports outcomes and data to the federal corporation for National and Community Service.

Manages, plans, coordinates, and schedules Orlando Cares program activities.

Conducts public awareness programs regarding partnerships and volunteer opportunities to generate interest

Participates in the design and implementation of new/expanded partnerships.

Researches program needs; recruits, screens, and places volunteers in appropriate programs based on an assessment of skills.

Monitors and evaluates volunteer programs to assess effectiveness.

Maintains records utilizing personal computer; analyzes data and recommends new or expanded programs.

Conducts orientations to acquaint volunteers with the program's mission, goals and objectives, and rules and

Provides support and training as required.

Identifies grant opportunities via web research, listservs, networking, and other methods.

Writes grant applications concisely, persuasively, and in a manner that meets the requirements of potential funders.

Effectively engages community partners to plan collaborative projects.

Conceptualizes how potential grants can be translated into quality programs that align with Orlando’s Cities of Service mission; prepares council agenda items pertaining to grants received and/or updates to program policies and procedures.

Administers and reports on grants that are received.

Incentivizes employees to volunteer their time in the community; plans, develops, and administers an award/incentive program for volunteers; plans and executes volunteer recognition events on behalf of the Mayor including during AmeriCorps Week and National Volunteer Week; and serves as the administrator for Samaritan volunteer software and training licensed users from multiple departments.

Manages the program budget by making annual projections, submitting reports in a timely manner, and acting in a fiscally responsible manner; processes invoices and mileage reimbursement via Workday; and monitors budget for supplies, mileage, and award program.

Serves as the second in command of Emergency Service Function 15 - volunteers and donations; staffs the Emergency Operations Center during activations. Must complete FEMA Courses IS 100, 200 700, 800, 2200 and WebEOC training.

Serves on the Mayor's Dr. Martin Luther King, Jr. Commission; provides event coordination and support for annual events; and staffs the mayoral events during community events related to volunteerism and/or nonprofit partner agencies.

Manages an employee volunteer program for the City of Orlando to include recruitment and recognition of City staff who volunteer their time with City departments and externally with nonprofit organizations; recruits and screens interns for various City departments utilizing Samaritan software, Handshake, etc.; and collaborates with HR and the legal team to regularly update volunteer program policies/procedures and process background screenings.

Coordinates and promotes Mayor Buddy's Book Club and youth literacy program in partnership with the Orange County Library System. Establishes and maintains close working relationships with a wide variety of community agencies, organizations, schools and other interested groups. Attends job fairs and community events to foster an interest in the volunteer program. Develops and maintains strategic partnerships with local colleges and universities, private corporations, and other organizations to provide citizen volunteers with meaningful service opportunities.

Assesses program impact by developing and administering surveys and writing reports.

Plans and executes annual, Citywide days of service including 9/11 Day and MLK Day.
