Job Description
|
|
Performs administrative, professional work assisting the Recreation Division Manager in the general administration, development, and direction of assigned programs in the Division. Possible programs include Community Centers, Aquatics, Athletics, Cultural Arts, Recreation Maintenance, and Training, which are the Division’s main focus. Administrative duties include fiscal management, budgeting, and partnerships. Work is performed under the general direction of the Recreation Division Manager and reviewed through conferences, reports, and evaluations.
Minimum Qualifications:
Bachelor’s Degree in Parks and Recreation Administration, Physical Education, or related field and four (4) years responsible supervisory experience in planning and directing public recreation activities and facilities, to include ball field maintenance or managing a municipal budget; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required at the time of employment. Florida Recreation and Parks Association Certification desired.

Advises and participates in the development and administration of Division policies, procedures, and standards.
Supervises managers of assigned programs; provides support to staff with reference to hiring and discipline; and oversees program operations, capital, and capital improvement budgets and purchasing. Reviews payroll and time records.
Inspects Division properties to ensure function, quality, and safety and indicates corrective actions; inspects work of contractors for compliance to specifications and City standards.
Coordinates Division activities with Purchasing, Real Estate, Engineering, and other City departments as needed.
Conducts special studies and projects pertaining to all areas of Division responsibility.
Represents Division in grievances and proceedings; serves on negotiating team.
Represents Division on various boards.
Investigates and responds to citizens and employee complaints.
Assumes duties of the Division Manager in Division Manager’s absence.
Performs some administrative functions such as responding to emails/phones; attending meetings or special events; reviewing applications and instructor contracts; approving track ProCard statements and purchases; conducting manual receipt and surprise cash count reports; dealing with public complaints; checking and turning in mileage reports; reviewing weekly reports, requests, and class audit information; meeting with managers on long-term rentals or programs; and conducting site inspections.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of the methods and techniques of park planning, development.
and maintenance.
Knowledge of the principles, materials, and equipment utilized in park operations.
Knowledge of modern principles and practices of horticulture, buildings, grounds maintenance, and landscape management.
Knowledge of budget control and accounting procedures.
Knowledge of City policies and procedures.
Knowledge of bargaining unit agreements.
Ability to plan, assign, and review the work of assigned staff.
Ability to prepare comprehensive reports for publication.
Ability to express self clearly and concisely, both orally and in writing.
Ability to identify Division’s land, facility, staff, and equipment needs.
