Job Description

|
Performs highly responsible administrative and managerial work involving the alternative response model known as the Orlando Police Department's Community Response Team (CRT) program. Is responsible for coordinating Public Safety Mental Health initiatives and opioid diversion and response programs, including current and expanded CRT initiatives. Duties include: planning; problem-solving; training; conducting community relations; creating policies and procedures; directing information management; collecting and analyzing data; and supporting centralized calltaking and dispatch that connects individuals who call 9-1-1 for mental and behavioral health services with appropriate mental health services. Is responsible for managing and coordinating the diverse components of the City of Orlando's mental health outreach, prevention, pre-arrest diversion, and services for individuals with Opioid Use Disorder and co-occurring or precursor mental health conditions. Provides oversight and guidance for qualified mental health and behavioral health professionals providing transitional and referral services to mental health, substance abuse, and community-based programs. Performs supervision, training, and coaching for staff. Work is performed under the administrative direction of a Police Captain. Work is reviewed through meetings, observation, and results achieved.
Minimum Qualifications:
Bachelor's Degree in Criminal Justice, Public Administration, or related field and four (4) years professional experience in the area, which may include experience in law enforcement call taking and dispatch, law enforcement programs, project management, or mental health or substance abuse program management; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Must possess an FCIC/NCIC Full Access Certification within six (6) months of employment. Knowledge of personal computers and proficiency in Microsoft Office Suite required. Must pass police background investigation which includes polygraph examination.

Manages and coordinates alternative responder program (CRT) functions with the Orlando Police Department (OPD), including coordinating, leading, and overseeing the operation of CRT, related programs within OPD, and partner organizations; and ensuring that Opioid Use Disorder and co-occurring or precursor mental health conditions are connected to appropriate resources.
Expands warm hand-off services to transition to recovery services for persons experiencing mental health issues, including Opioid Use Disorder and co-occurring or precursor mental health conditions.
Coordinates call center efforts to direct persons needing assistance to appropriate responders.
Manages assigned grant-funded personnel who assist in data collection and analysis and other activities in support of the CRT program and mental health initiatives.
Supports pre-arrest diversion and deflection strategies for persons with Opioid Use Disorder and co-occurring or precursor mental health conditions.
Creates and updates programmatic plans, policies, and procedures for the alternative response program.
Creates a system for collection of community feedback.
Manages, supervises, trains, and coaches agency staff (i.e., community response team members, victim’s advocates, and DA associate team members) on the functionality of the program and assists in identifying officers and training that will advance program goals.
Manages program performance through the data collection and analysis processes.
Supports training of first responders on best practices related to the alternative response model.
Makes presentations to Mayor, Commissioners, and OPD or OFD command staff, as needed.
Coordinates with other emergency medical services providers (including within the Orlando Fire Department) and related services offered by other departments, units, and community partners regarding mental health, substance abuse, and other behavioral health problems.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of City of Orlando's mission, goals, policies, procedures, and programs.
Knowledge of effective management practices and skill in leadership and supervision of staff.
Knowledge of alternative response policing initiatives.
Skilled in the use of a personal computer and Microsoft software such as Word and Excel.
Ability to problem solve.
Ability to analyze and interpret statistics/studies and make sound decisions regarding development and utilization of personnel, systems, and equipment.
Ability to plan, direct, and review the work of others.
Ability to manage multiple projects and meet deadlines.
Ability to establish and maintain effective working relationships with City and Department staff, mental and behavioral health providers, employees, and the public.
Ability to effectively present programs and ideas, both orally and in writing, to public groups and organizational personnel.
Ability to perform multiple tasks simultaneously.
