Job Description
|
|
Performs administrative professional work assisting the Parks Division Manager in the general administration, development, and direction of assigned programs in the Division. Programs may include Green Up Orlando, Forestry, Parks Construction, Bill Frederick Park at Turkey Lake, Lake Eola Park, and Grounds Maintenance and Environmental Horticulture sections. Work is performed under the general direction of the Parks Division Manager and reviewed through conferences, reports, and evaluations.
Minimum Qualifications:
Bachelor's Degree in Landscape Architecture, Business Administration, Horticulture, Parks and Recreation Administration, or related field and four (4) years progressively responsible experience in parks, supervision, horticulture, landscaping, grounds maintenance, urban forestry, or in area of assignment; or an equivalent combination of education, training, and experience. Valid Florida's Driver's License required.

Advises and participates in the development and administration of Division policies, procedures, and standards.
Supervises managers of assigned programs; provides support to staff with reference to hiring and discipline; oversees program operations; handles operational, capital, and capital improvement budgets; and manages related purchasing.
Inspects Division properties to ensure function, quality, and safety; indicates corrective actions; and inspects work of contractors for compliance to specifications and City standards.
Coordinates Division activities with Purchasing, Real Estate, Human Resources, Engineering, and other City departments as needed.
Conducts special studies and projects pertaining to all areas of Division responsibility.
Represents Division in grievances and proceedings; serves on negotiating team.
Represents Division on various boards.
Investigates and responds to citizen and employee complaints.
Assumes duties of the Division Manager in Division Manager’s absence.
Interviews and hires program managers.
Prepares budget requests (Revenue, CIP, Expense).
Manages operational budget.
Provides leadership during natural disasters (hurricanes, tornadoes) to ensure timely road clearing.
Provides information including depositions to City legal staff.
When approved by the City's press secretary, conducts interviews and provides information for media.
Manages “backbone” administrative functions of the newly-formed Parks and Recreation Division. These functions include management/oversight of: 1) All “Signature Parks” (Lake Eola Park, Bill Frederick Park, Lorna Doone Park, and The Grove); 2) The Park Ranger Program; 3) The Parks and Recreation Planning and Facilities Maintenance Section; and 4) all aspects of park/recreation rule making, safety/security/incident-reporting, and managing the Parks and Recreation Division’s inventory.
Oversees the operations of all of the City’s neighborhood centers, senior facilities, and athletic programs.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of the methods and techniques of park planning, development and maintenance.
Knowledge of the principles, materials and equipment utilized in park operations.
Knowledge of modern principles and practices of horticulture, buildings and grounds maintenance and landscape management.
Knowledge of budget control and accounting procedures.
Knowledge of City policies and procedures.
Knowledge of bargaining unit agreement.
Ability to plan, assign and review the work of subordinate staff.
Ability to prepare comprehensive reports for publication.
Ability to express self clearly and concisely orally and in writing.
Ability to identify Division’s land, facility, staff and equipment needs.
