Job Description
 
Performs professional administrative work assisting with the management and leadership of the Housing and Community Development (HCD) Department and participating in the administration of all HCD grant programs while learning the internal administrative operations of the Department and City of Orlando. Oversees various housing grant programs and special projects. Serves as the technical advisor to staff and liaison to other City departments on matters pertaining to housing and community development and grant requirements. Work requires initiative and independent judgment. Work is reviewed by the Housing Division Manager and/or Housing Department Director through conferences and evaluation of results achieved.

Minimum Qualifications:

Bachelor’s Degree in Public/Business Administration or related field, four (4) years of experience in the administration of HUD grant programs (including funding, compliance, and monitoring requirements), one (1) year of supervisory experience, and specialized training/experience in the management of HUD grant programs; or an equivalent combination of education, training, and experience. Graduate Degree in related area desired.

Assumes a leadership role in the management of the department. Administers and implements the Department Director's policy decisions and directives to Program managers and staff

Consults with and advises managers and employees and provides feedback to the Division Manager and Director

Reviews, authorizes and initiates personnel actions such as selections, promotions, transfers and demotions; reviews disciplinary actions based on documentation and input from supervisors to ensure consistency in administering disciplinary actions

Manages and coordinates departmental administrative matters for the Director. Develops, revises and/or coordinates the revision process of departmental policies and procedures

Consults with and advises employees, managers, outside agencies and the general public regarding departmental/City policies and procedures. Monitors Department personnel practices for consistency and compliance with City policy

Assists staff in resolving operational problems or non-routine matters. Develops solutions and responses to personnel issues

Assists Division Manager with managing the Department's financial operations (General Funds and Grant Funds). Oversees the development and implementation of the department's operating and capital budgets. Monitors revenues and expenditures and reallocates funding to accomplish objectives. Monitors the Integrated Distribution Information System (IDIS) tracking system for HUD funded programs to effectively coordinate the various financial aspects of the grants. Prepares monthly/quarterly/annual reports related to the department performance, functions and goal

Oversees City funding agreements with community organizations/agencies. Ensures compliance with all federal/state regulations

Manages special projects to identify and resolve issues related to the Department. Conducts research, analyzes and evaluates existing grant programs, practices and procedures, and recommends strategies for improvements as needed to better address community needs

Serves as the Director's designee on various committees; serves as liaison with other departments and outside agencies

Acts as Housing Division Manager during her absence

Performs other duties as needed to facilitate the Division's efficiency and effectiveness


Knowledge, Skills and Abilities:

Knowledge of funding, reporting and eligible activity requirements for all HUD and State Housing Grant Programs

Knowledge of the organization and operation of City departments, offices and agencies, to include City policy and procedures

Knowledge of effective preparation and presentation of reports

Knowledge of accounting principles and practices, budget preparation, statistical concepts, and research methods and evaluation techniques

Knowledge of performance measurements and their development and applications

Knowledge of database, spreadsheets, graphics, word processing, statistical analysis and publishing software

Skilled in the operation of IDIS, DRGR, ZoomGrants, word processing, spreadsheets, presentations, and mapping software systems

Ability to management and supervise effectively

Ability to analyze facts and exercise sound judgment and arrive at valid conclusions

Ability to plan, direct and coordinate a wide variety of special projects

Ability to detect errors and make corrections in budget documents, reports and written correspondence, etc

Ability to direct the compilation of documentation in support of report findings and recommendations, and to communicate them in a clear, concise and objective manner

Ability to develop long-term plans and programs and to evaluate work accomplishments

Ability to comprehend, analyze and evaluate situations, organizations, contracts, and systems and recommend modifications and improvements

Ability to organize and communicate ideas, verbally and in writing

Ability to establish and maintain effective working relationships with subordinates, managers, officials, and the general public
