Job Description
 
Performs building construction regulation responsibilities with responsibility for direct regulatory administration or supervision of plan review, enforcement, or inspection of building construction, erection, repair, addition, remodeling, demolition, or alteration projects that require permitting indicating compliance with building, plumbing, mechanical, electrical, gas, fire prevention, energy, accessibility, and other construction codes as required by state law or municipal or county ordinance. Work is performed under the direction of the Building Official. Performance is reviewed through conferences, reports submitted, evaluation of departmental accomplishments, and the efficiency and effectiveness of results obtained.

Minimum Qualifications:

Bachelor's Degree in Engineering, Construction Management, or related field with four (4) or more years experience in the area of construction management; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Florida Building Code Administrator certification required.
 
Responsibilities

Is responsible for assisting the Permitting Services Division Manager with the regulatory administration and supervision of plan review, enforcement, inspection of building construction, and alteration projects that require Permitting’s indication of compliance with state and local codes.

Directly supervises the inspection staff and serves as technical code adviser for entire Permitting staff.

Coordinates all the permitting and inspection of all construction within the City by providing overall direction and serving as a liaison to construction industry, state, contractors, and the public.

Provides administrative guidance to technical and clerical staff engaged in construction permitting, inspection, and recording of data.

Reviews state statutes effecting construction and determines the impact on the City and Department.

Reviews, researches,  and approves recommendations for adoption of departmental policies regarding issuing of permits, licensing of contractors, and inspection procedures.

Assists Planning Department when new clients are looking to start a business within the City limits; works closely with the Permitting Express team and advises on code related issues or questions; and creates a streamlining way to get applicable permits out quickly to the clients.

Works on updates due to relevant new building code changes and Florida Statute changes that affect the overall permitting operations; may need to review the reports and public records of current buildings or construction in progress in light of those changes; and makes a collaborative effort to set up and enforce those updates (similar to Private Provider processes) for plan review, inspections, and compliance.

KNOWLEDGE, SKILLS, AND ABILITIES:

Extensive knowledge of the principles and practices of building construction, building codes, and permitting.

Considerable knowledge of current and long-range City programs and objectives.

Knowledge of City ordinances, policies, and procedures as they relate to the Office of Permitting Services.

Knowledge of administrative organization and procedures.

Extensive knowledge of the community dynamics including leadership, geography development patterns, construction trends, agencies, and citizen groups.

Knowledge of organization, field operations, and problems of municipal government.

Ability to initiate and install administrative programs/procedures and to evaluate their effectiveness.

Ability to establish and maintain effective working relationships with departmental officials, other municipal employees, professional groups, regional/state/federal planning and development agencies, and general public.

Ability to express ideas clearly and concisely, both orally and in writing.

Ability to work with database software and standard office support software.
