Job Description
 
Performs technical and administrative work related to traffic signal projects. Oversees and participates in the installation, maintenance, and troubleshooting of sophisticated traffic signal electronic equipment. Coordinates work performed on signal projects with various contractors/municipalities and corresponds with project managers and engineers on a regular basis. Duties include plan reviews, proposal reviews, change orders, letters of acceptance, invoicing inspections and attending progress meetings. This position requires the knowledge to diagnose and ability to repair/maintain fiber optics and use all equipment and tools associated with fiber optics. Work is performed under general supervision of the Traffic Operations Manager. Work is reviewed from an overall standpoint upon completion, through discussions, submitted reports, and final inspections.

Minimum Qualifications:

High School Diploma/G.E.D. Certificate with five (5) years experience in the maintenance and repair of traffic signal equipment; or an equivalent combination of education, training, and experience. Florida Class B CDL required. International Municipal Signal Association (IMSA) Level II, International Municipal Traffic Signal Inspector, and Intermediate Maintenance of Traffic (MOT) certifications required.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Oversees/Inspects all signal construction of newly built or rebuilt traffic signals within the City and verifies it is being constructed in compliance with all City, State, FDOT, MUTCD, (ADA) Americans with Disabilities Act and (NEC) National Electrical Codes and specifications.

Points out discrepancies found on traffic signal or milling project to be addressed and brought up to specification by the project/contractor.

Coordinates and schedules meetings between municipalities and contractors as needed for work to be completed.

Reviews traffic signal, signs & markings and fiber optic construction plans and notes any changes to be made and submitted to the engineer of record.

Creates detection diagrams, reviews proposals, and invoices.

Oversees all detection and mast arm paint projects.

Troubleshoots, repairs and programs all phases of traffic signal equipment. (Naztec TS1 and TS2 signal cabinets, video detection camera, CCTV camera, fiber topic cable, fusion splicer, OTDR readers, Pre-emption equipment, pedestrian detection stations, etc.)

Works in extreme weather/environmental conditions such as: night work, storms, working in active travel lanes, repairs live electrical wiring in rain and high winds while elevated over traffic ways.

Responds to all traffic signal emergency calls for all non-working shift hours. Typically 6 p.m. – 6 a.m. M-F and Fri 6 p.m. – Mon 6 a.m. the weekend (24-hr shifts).

Compiles all information gathered from inspections and on-site meetings to generate information to be distributed to project stakeholders.

Files and stores information and plans gathered from projects for future use.

Inspects work being done until completion, then creates a letter of acceptance releasing the project.

Creates spend authorizations and expense reports to be submitted for workers needing out of town educational training.

Reviews and responds to emails, locate tickets, sets up meetings and coordinates schedules.

Coordinates with other departments and counties to oversee the milling of roadway.

Assigns, oversees and reviews work done by Locator and Traffic Signal Construction Technicians.

Performs other related duties as assigned.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of the Orlando Regional Computerized Signal System and fiber optic network throughout the City of Orlando and outlying areas

Knowledge of the methods, principles, and practices used in the installation, maintenance, trouble shooting, and repair of electrical/electronic traffic controlling equipment

Knowledge of the hazards and safety precautions applicable to the work

Skilled in the use and care of tools and testing devices used in electrical/electronic repair work

Skilled in the operation of a bucket and platform lift truck

Skilled in the use of computers and Microsoft Word and Excel programs

Ability to lift and install materials and equipment weighing up to 50 lbs

Ability to perform outdoor duties in confined areas, at heights up to 50 ft, sometimes suspended over moving traffic with exposure to inclement weather, traffic fumes, noise and AC voltage wires

Ability to interpret and work from blue prints, sketches and wiring diagrams

Ability to communicate clearly and concisely orally and in writing

Ability to assign and review work of lower level technicians
