Job Description
 
Performs skilled work in the operation of complex construction/maintenance equipment (see eligible equipment listed below). An employee in this class is responsible for performing tasks of more than average difficulty involving the safe operation and routine maintenance of assigned equipment. Tasks at times are performed under hazardous conditions and employees are expected to be particularly alert and careful. Under general supervision, employees are required to exercise initiative and independent judgment in completing assigned tasks and work is reviewed while in progress and upon completion by observation and through results obtained.

Minimum Qualifications:

High School Diploma/G.E.D. Certificate, ability to read, write and follow instructions, plus four (4) or more years experience in the operation of tractor trailer. Preferred experience with “wet line” and dump operations. Also need experience on operation of front end loader, back hoe, front end loader with back hoe, and Vac Truck. Prefer experience on computer assisted crane. Must pass performance test with on-site Terex Crane within probationary period and/or an equivalent combination of education, training or experience.
 
Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Operates a variety of equipment (see eligible equipment listed below) that has been identified and agreed upon by the Management/LIUNA Multi-equipment Administrative/Operational Issues Committee.

Transports employees, materials, tools, and equipment to and from job sites.

Performs normal maintenance and servicing on equipment being operated to include checking tire air pressure, motor oil, hydraulic oil, and fuel.

Visually checks equipment and reports maintenance or repair problems at the beginning and the end of the work day, assuring equipment is properly equipped, serviced, and cleaned.

May perform manual and/or laboring tasks; uses hand tools and power tools either separate or in conjunction with equipment being operated or tasks being performed.

May conduct routine application of pesticides in terrestrial and aquatic environments using a wide variety of equipment such as airboats, utility vehicles, all-terrain vehicles, trucks, and tracked vehicles. Is responsible for adhering to all applicable federal, state, and local guidelines and responsible for ensuring proper personal protective equipment is utilized. Provides supervision for crews applying herbicides and ensuring their safety and the safe use of the herbicide.

May function as construction foreman for large scale earth moving projects designed to remove muck and sediment from wetland treatment impoundments. Supervises a crew of equipment operators utilizing tracked excavators, bulldozers, end dump trucks, tractors, and hydraulic pumps to accomplish project objectives. May be responsible for day-to-day maintenance, upkeep, and safe operation of heavy equipment while also maintaining the environment and safety of the general public.

May function as crew boss on prescribed fires overseeing the implementation of large-scale controlled burns using a wide variety of fire ignition devices such as flares, drip torches, flame throwers, and chemical reactive devices. Also, ensures the safety of the crew/public and maintains the safety and escape routes.

May assist with the collection of environmental compliance surface water, groundwater, and drinking water samples as dictated by the FDEP domestic waste operating permit; calibrate water quality testing equipment; and maintain proper chain of custody and sample documentation. Also, may be responsible for knowing and following state standard operating procedures and where collection of samples may occur under adverse conditions such as inclement weather or under threat of potentially harmful wildlife such as alligators and venomous snakes.

May assist with environmental public outreach such as giving tours or going off site to other locations to help teach the public.

May assist other departments such as L/S, Reclaim, Conserv I/II, Iron Bridge, or Stormwater if needed during hurricane season, etc.

KNOWLEDGE, SKILLS, AND ABILITIES:

Considerable knowledge of operational and maintenance characteristics of complex motorized construction/maintenance equipment.

Considerable knowledge of traffic laws, occupational hazards, and appropriate safety precautions.

Working knowledge of and skilled in the use and care of hand and power tools and equipment related to assigned area.

Knowledge of the City and its geography.

Skilled in the operation of complex motorized construction/maintenance equipment which may involve sitting; some positions may involve standing and walking.

Skilled in the operation of motorized specialty construction/maintenance equipment, which may involve prolonged lifting of up to 20 pounds; some positions may involve lifting of up to 50 plus pounds.

Skilled in the maintenance and servicing of equipment being operated at assigned areas.

Ability to perform work that requires physical strength and endurance.

Ability to use a two-way radio.

Ability to establish and maintain effective working relationships with others, which may involve speaking and hearing.

Ability to act in a lead capacity over lower-level operators and laboring personnel, which may involve working under conditions of extreme weather, noxious fumes, insects, excessive noise and at heights or in confined areas.
