Job Description
 
Performs skilled work in the operation of complex construction/maintenance equipment (see attachment C). An employee in this class is responsible for performing tasks of more than average difficulty involving the safe operation and routine maintenance of assigned equipment. Tasks, at times, are performed under hazardous conditions and employees are expected to be particularly alert and careful. Under general supervision, employees are required to exercise initiative and independent judgment in completing assigned tasks. Work is reviewed while in progress and upon completion by observation and through results obtained.

WASTEWATER - VACTOR TRUCK: Performs tasks of more than average difficulty involving the safe operation and routine maintenance of assigned equipment. The employee will perform semi-skilled work in maintenance of the wastewater collection system and serve as a lead in the operation of the vactor truck and/or tanker truck. Tasks, at times, are performed under hazardous conditions and employees are expected to be particularly alert and careful. Under general supervision, employees are required to exercise initiative and independent judgment in completing assigned tasks. Work is reviewed while in progress and upon completion by observation and through results obtained. The employee with be required periodically to assist the CCTV crew in cleaning sewer main lines in preparation for inspections; also the employee will be required to assist on sewer backups and wastewater overflows. Lastly, the employee maybe required to work at night and work in adverse weather conditions.

Minimum Qualifications:

High school diploma/GED; two (2) years of experience in the operation of assigned equipment required; or an equivalent combination of education, training or experience. Must be able to read, write, and follow instructions. Florida Commercial Driver's License Class A, B, or C required prior to employment depending on equipment assigned to position. Some positions may require a tanker endorsement permit prior to employment. Some positions may require passing an annual respirator physical; no facial hair allowed between the face and sealing surface of the respirator.

Positions in Streets and Drainage Division require Aquatic, Right-of-Way, and restricted Pesticide License within twelve (12) months of employment depending on area of assignment. Positions in the Wastewater Division require a GOAA Secure Area Access I. D. badge within ninety (90) days of hire.

Definition:

Complex, large equipment that normally requires formal and/or extensive training averaging three (3) months. Equipment is normally transported or operated on public roadways sometimes requiring a small crew. The consequence of errors can be major in terms of cost or repairs and damage to both public and private property and equipment. There is a chance of major injury to other employees and citizens.

Responsibilities
 
EXAMPLES OF WORK PERFORMED:

Operates equipment such as excavators, backhoes, sewer vacuum trucks, draglines, well drilling rigs, skid loaders, front-end loaders, root cutters, cement trucks, bulldozers, sludge trailers, street sweepers, and a variety of other heavy equipment; assists the CCTV crew cleaning sewer mains lines in preparation for inspections; and assists on sewer backups and wastewater overflows. The employee may be required to work at night and work in adverse weather conditions.

Transports employees, materials, tools, and equipment to and from job sites.

Performs normal maintenance and servicing on equipment being operated including checking tire air pressure, motor oil, hydraulic oil, and fuel.

Visually checks equipment, reports maintenance, or repairs problems at the beginning and the end of the work day; makes sure that equipment is properly equipped, serviced, and cleaned.

May perform manual and/or laboring tasks; uses hand tools and power tools either separate or in conjunction with equipment being operated or tasks being performed.

Must report to work during hurricane disasters.

Provides assistance to the following; Lift Stations, Conserve I/II, Iron Bridge, and Reclaim; assists the City Inspector with the vac truck, etc.

KNOWLEDGE, SKILLS, AND ABILITIES:

Considerable knowledge of operational and maintenance characteristics of complex motorized construction/maintenance equipment.

Considerable knowledge of traffic laws, occupational hazards and appropriate safety precautions.

Working knowledge of the use and care of hand and power tools and equipment related to assigned area.

Knowledge of the City and its geography.

Skilled in the operation of motorized specialty construction/maintenance equipment which may involve lifting of up to 20 pounds.

Some positions may involve lifting of up to 50 plus pounds.

Skilled in the operation of complex motorized construction/maintenance equipment which may involve sitting.

Some positions may involve standing and walking.

Skilled in the use and care of hand and power tools related to assigned areas.

Skilled in the maintenance and servicing of equipment being operated at assigned areas.

Ability to perform work requiring physical strength and endurance.

Ability to use two-way radio.

Ability to establish and maintain effective working relationships with others which may involve speaking and hearing.

Ability to act in a lead capacity over lower level operators and laboring personnel which may involve working under conditions of extreme weather, noxious fumes, insects, excessive noise and at heights or in confined areas.
