Job Description

Performs specialized and technical work in the examination, identification, comparison, evaluation, and verification of latent and inked prints. Provides advice on fingerprint matters to police personnel and the State Attorney's Office. Work includes the responsibility for the maintenance and identification of criminal evidentiary records and latent print evidence. An employee assigned to this class is provided technical supervision from the Senior Latent Print Examiner(s), who reviews work for completeness, technical quality, and adherence to departmental standards. Work is performed under the supervision of the Crime Center and Forensics Supervisor and Manager. Performance is reviewed through discussion, results obtained, and reports submitted.

Minimum Qualifications:

Associate’s Degree or equivalent semester/quarter hours and six (6) months of latent print analysis and comparison-related experience; or an equivalent combination of education, training, and experience. Must meet minimum requirements of the Latent Print Examiner position within one (1) year and six (6) months of hire date. Must pass police background investigation which includes polygraph. Technical training endorsed by the International Association for Identification in the classification, filing, and searching of fingerprints desired.

Responsibilities

EXAMPLES OF WORK PERFORMED:

Processes evidence for latent prints (i.e. finger prints, foot prints, palm prints, etc.); Evaluates materials to be processed and implements proper method to be used, including powders, chemicals and/or photographic means.

Evaluates incoming latent prints. Examines and determines value of crime scene fingerprints submitted by all Orlando Police personnel.

Compares latent fingerprints to suspects' inked fingerprints or searches other methods to identify perpetrator.

Provides advice on fingerprint matters to Orlando Police personnel and the State Attorney's Office.

Prepares graphic and photographic exhibits for and presents expert testimony in court proceedings.

Instructs police recruits, crime scene investigators, and civilian identification unit personnel in the science of fingerprinting.

Prints cadavers in the morgue to identify unknown victims.

Receives and records work requests submitted to the Latent Print Examiners.

Performs other related duties as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of FBI basic and advanced fingerprint classification, comparison, and filing techniques.

Knowledge of the history of forensic fingerprint science.

Knowledge of the Henry System of fingerprinting classification.

Knowledge of chemical analysis techniques used in latent print identification.

Skill in use of various chemicals.

Skill in the use of camera, automated fingerprint identification system, fingerprint comparator, and related equipment.

Ability to use fingerprint comparator and humidity chamber.

Ability to evaluate, compare, and identify latent prints.

Ability to testify effectively regarding identification of all latent prints.

Ability to work with and around various chemicals and noxious fumes.

Ability to communicate effectively in front of groups, including students and citizens' groups.

Ability to use 5X magnifying glass for extended periods of time.
