|
Performs administrative and supervisory work overseeing the development, implementation, and operation of Kidz Zones in targeted Orlando neighborhoods. Is responsible for developing and managing the operation of a comprehensive network of services for youth, ages birth to 25, and their families. These services are offered by a coalition of community partners and aimed at “moving the needle” on juvenile arrests, teen pregnancies, child abuse and neglect, and academic performance of youth who reside in the the "Zone." These programs include: preschool programs, academic tutoring, college access assistance, youth employment programs, housing/economic stabilization programs, parenting education, and health and wellness services for covered children/youth. This position is responsible for forging, overseeing, and coordinating a City-led partnership of nonprofit, governmental, schools, businesses, faith, neighborhood associations, and youth groups offering programs in the Zone, including overseeing the process for distributing grant funds to partner organizations and ensuring their accountability, including management of a collective, community-wide system of reporting data on results. Work is performed under the direction of the Division Manager and performance is evaluated through conferences, reports, and results achieved. May be required to work evenings and weekends.
Minimum Qualifications:
Associate's Degree in Education, Psychology, or Youth Development and three (3) years of progressively responsible experience in administrative management capacity, implementing programs for youth, community organizing, and/or public affairs management including two (2) years of which must have been in a supervisory capacity; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. Must pass a criminal background check.

Oversees multiple youth and young adult programs operated by the Families, Parks and Recreation Department, and coordinates the delivery of services offered by a broad coalition of partner organizations. Initiates and leads program priorities including development of novel approaches to provide high quality person-centered services. Implements a programmatic expectation of high-quality services and support for the people served and their families. Ensures that all programs are accessible, relevant, and tailored to effectively meet the diverse needs of the community. Develops and implements outreach programs aimed at engaging at-risk youth and fostering a safe and supportive environment for them to express themselves and share their experiences.
Develops, implements, and oversees the annual OKZ budget. Manages the financial health and sustainability of the assigned zone and neighborhood center(s); processes invoices; approves funding requests; and engages in grant writing and reporting activities. Advises and oversees the process of distributing grant funds to partner organizations including accountability via management of collective system of grant making and program evaluation.
Organizes and operates an on-going series of youth and family events from conception to execution to serve as platforms for not only engagement and learning but also as opportunities for fundraising and public relations; ensures that each event aligns with the organization's goals and resonates with the community, education and resources; and makes sure the event effectively showcases the talents and achievements of the youth involved.
Supervises, assigns, and evaluates the work of assigned employees. Provides regular supervision, coaching, development, and ongoing assistance to a team of supervisors to balance workload and effort. Provides support to supervisors to ensure effective delivery of quality services, maintenance of service records as well as person-centers plans, and monitoring of service delivery for the health and safety for each person supported. Facilitates a culture of learning empowering supervisors to make informed independent decisions as appropriate. Assists supervisors with personnel issues and concerns. Ensures that performance evaluations are completed and submitted in Workday in a timely manner. Participates in interviewing process for supervisors ensuring qualified candidate selection for team is carried out. Supports supervisors in the development and meeting of annual professional development goals to include a professional development plan and/or succession plan. Provides oversight, mentoring, and guidance to support supervisors in being successful in their roles
Represents the City on various work committees to provide input, information, and ensure inclusion in various programs, projects, and activities across the community. Creates and maintains strategic relationships outside of the organization with community-based organizations, elected officials, faith-based institutions, college institutions, and other City leaders.
Oversees use of person-centered practices and principles in all services. Monitors key performance metrics including quality compliance, retention, and financial health to ensure the highest quality person-centered services are provided; initiates action plans as needed. Proactively identifies opportunities to improve and maintain program efficiencies and develop sound recommendations based on evidence-based analysis to share with the Children, Youth, and Families Division Manager. Reviews monthly quality assurance data to identify themes and trends and coordinates with Quality Systems to support continuous program improvement. Identifies and shares themes with program leadership for remediation strategies as needed.
Deploys resources efficiently and effectively toward organizational goals.
Ensures that OKZ Program contractual and regulatory requirements are met. Performs contract management for various community partnerships through the development of memorandums of understanding, contracts, and partnership agreements. Contract management includes submittal for City Council and/or FPR Director approval when necessary, processing of invoices, and completion of post-contract deliverable reviews to assess contractor performance.
Acts as the point of contact for the CYF Division within their respective zone. Develops and facilitates monthly CYF leadership meetings. Identifies training needs for the CYF Division and/or directs staff based on programmatic trends, themes, or other initiatives identified. Actively engages in succession planning and team member development. Continuously assesses caseloads and hiring needs; communicates appropriately to the CYF Division Manager and Human Resource Department to ensure all areas are appropriately staffed.
Engages in professional development as identified by supervisor or organizational initiatives.
Actively participates in the strategic plan to ensure that programmatic initiatives are achieved; works closely with the Division manager to implement and oversee the strategic direction and vision of the organization. Focuses on broader community and social objectives, including increasing enrollment in high-quality preschool programs for young children, reducing teen births among youth, decreasing instances of child abuse and neglect through educational initiatives for participants and their families, and elevating the number of youth entering and completing post-secondary education.
Is instrumental in fundraising activities and managing the operational components of state government grant funding from multiple Florida departments, including the Department of Education, Department of Juvenile Justice, Department of Agriculture, and Department of Children and Families. This involves ensuring compliance with grant deliverables and producing evaluation reports to demonstrate the organization's achievements and challenges. Additionally, oversees grant funding from the Central Florida Foundation and other grantor and their reporting and outcome requirements.
Actively develops and nurtures partnerships with key local organizations, including school districts, healthcare providers, social services agencies, and law enforcement bodies. These relationships are essential in creating a comprehensive network of support aimed at addressing and mitigating the varied needs of children, youth, and their families. Collaborates with local schools, community organizations, and social services to identify potential youth in need of support and to coordinate comprehensive assistance programs including educational support, career guidance, mental health services, and recreational activities.
