Job Description
 

Performs professional and supervisory work leading the business, financial, contract management, and administrative functions of the IT Department. An incumbent in this role is responsible for managing the department’s budget, overseeing vendor relationships, predicting technology trends, and ensuring that operations comply with regulations. The position supports long-term planning and efficient delivery of IT services aligned with the City's priorities. Work is performed under the general direction of the Chief Information Officer with considerable independent judgment. Work is reviewed through conferences, reports, and results obtained.

Minimum Qualifications:

Bachelor’s degree in Business Administration, Finance, or Public Administration or a closely related field, and four (4) years of progressively responsible experience in IT financial operations, contract management, or public sector budgeting, with two (2) years of supervisory experience required.  Demonstrated experience in supervising teams and managing cross-functional business operations. Must pass Police background investigation. Valid Florida Driver’s License required.

Knowledge of computerized financial, accounting, budgeting, data processing, and payroll systems.

Skilled in operating personal computers and a variety of financial, budgeting, and contract management software applications.

Ability to analyze complex data and prepare comprehensive business and financial reports.

Ability to interpret and use financial and statistical data to inform decision-making.

Ability to develop and manage multimillion-dollar operating and capital budgets.

Ability to supervise, train, and evaluate the work of staff across multiple business functions.

Ability to establish and maintain effective working relationships with elected officials, department leaders, vendors, and the public.

Coordinate preparation of the department’s annual operating and capital budgets by analyzing expenditure trends, forecasting fiscal needs, and evaluating budget submissions.

Conducts financial forecasting to support long-term investment in technology infrastructure and inform the City's Five-Year Capital Improvement Program.

Monitors budgeted expenditures by reviewing statements of operations and fiscal ledgers to avoid cost overruns.

Locates available funds for unanticipated fiscal needs; prepares budgetary transfer requests; and represents the department in fiscal-related meetings.

Performs monthly, quarterly, and annual budget reconciliations and prepares reports for leadership review.

Ensures readiness for financial reporting by reviewing and approving requisitions for hardware, software, services, and professional contracts.

Oversees all vendor relations and contract administration for standardized city technology agreements.

Evaluates and negotiates technology purchases (hardware, software, and services) through vendor meetings and cost-benefit analyses.

Meets with vendors to assess new solutions and ensure alignment with department needs.

Ensures compliance with city procurement policies and procedures.

Guides contract administration and serves as a liaison with legal, procurement, and external partners.

Forecasts emerging technology trends and aligns vendor product roadmaps with the City's strategic goals.

Integrates technology planning into long-term capital programs and infrastructure initiatives.

Collaborates with senior leadership to ensure investments support the City's innovation and modernization efforts.

Supervises, coordinates, and evaluates the work of professional, accounting, and clerical staff engaged in payroll, accounting, inventory control, procurement, and contract functions. Evaluates employee performance and recommends development or corrective actions as needed.

Guides managers on maintaining accurate fiscal records, payroll systems, and financial documentation.

Facilitates the development of operational processes that improve service delivery and cost efficiency.

Prepares and reviews fiscal reports and ensures documentation meets audit and compliance standards.

Performs other related duties as assigned.
