Job Description
 
Performs professional and technical work with responsibility for strategic planning and deployment of information systems across the Department of Economic Development (EDV). Manages, plans, develops, and provides technical oversight for software integration with core business software systems(including Infor, PDOX and APIs) to include all EDV software suites (Infor, Avolve, Selectron); facilitates project teams; identifies resources; establishes project objectives, schedules, and milestones; and develops standards. Utilizes various platforms to provide the best user/customer experience. Works with IT to ensure databases, servers, and security protocols are followed. Has full supervisory responsibility for a team of technical staff who perform software implementatio/maintenance along with one clerical-level staff person. Work is performed under general direction and supervision of the Economic Development Deputy Director. Work is reviewed through audits, meetings, and results obtained.

Minimum Qualifications:

Bachelor’s Degree in Business, Computer Science, Information Technology, or related field plus four (4) years of hands-on experience in business systems project management, business systems analysis, business intelligence/reporting, or business software suite management, some of which must have been in a supervisory capacity; or an equivalent combination of related education, training, and experience. Graduate Degree in Computer Science, Data Science, Business, or related field desired.
 
Responsibilities

Establishes and maintains a forward-looking roadmap for information delivery capabilities and secures commitment from senior leadership across stakeholder groups including technology management, third-party vendors, and inter-departmental divisions within the City. 

Informs and advises the City Administrative Office on technology initiatives that originate within EDV and would affect its core operations.

Leads the planning, design, development, implementation, and maintenance of the Economic Development information and application eco-system that supports EDV’s core operations.

Represents the interests of the Economic Development Department to existing and potential private industry partners. 

Articulates EDV service objectives and discerns the appropriate solution set that securely meets financial and operational criteria.

Leads the EDV organization through large scale platform transitions and works across disciplines to provide full visibility to operational impact and benefits.

Manages build-outs of information delivery capabilities that can be accessed by all levels of the EDV organization and supports external information sharing to the public. 

Manages technical EDV staff; sets performance objectives; hires; develops talent; conducts performance reviews; disciplines; and processes terminations when appropriate.
