Job Description
 
Performs highly responsible managerial work involving the oversight of the Impact Fee Section within the Economic Development Department. This program manager position is responsible for the administration of impact fees related to schools, transportation, parks, and sewers. Position requires independent judgement and initiative in performing Impact Fee Program Code compliance project updates. Position is responsible for the coordination of all City impact fees with consultants, other City departments, and other government agencies to ensure the program is operational and implemented properly. This position supervises, motivates, and coaches staff while providing oversight of the collection of fees, managing credit accounts, updating City Code, and preparing legal agreements related to impact fees. Work is performed under the general administrative direction of the Economic Development Deputy Director. Work is reviewed through conferences, observation, and progress reporting of results achieved.

Minimum Qualifications:

Bachelor's Degree in Planning, Public Administration, Business Administration, or related field and three (3) years of planning or project management experience, preferably including systems modeling and financing, plus one (1) year of supervisory experience; or an equivalent combination of related education, training, and experience. Valid Florida Driver's License required.
 
Responsibilities

Negotiates with development representative relative to all impact fee issues including credits, analysis of alternative fee calculations, scheduling, and interpretation of the City's Impact Fee Ordinance.

Coordinates all City impact fees with consultant, other City departments, and other government agencies to ensure program is operational and implemented properly. 

Is responsible for overseeing the collection of fees, managing credit accounts, updating City Code, and preparation of legal agreements related to impact fees. 

Plans, supervises, reviews, and coordinates all activities related to the administration of the City‘s Impact fee Program.

Prepares clear and concise reports with sound recommendations, adequate supporting data, and special exhibits.

Evaluates land development proposals; conducts impact fee administration and related financial analysis. 

Represents the City on technical advisory committees, civic/business/professional organizations, and at public hearings.

Advises and participates in the development and administration of program policies, procedures, and standards.

Supervises technical level employees engaged in the administration and maintenance of the Impact Fee Program; is responsible for hiring, training, appraising, and disciplining employees.

Conducts required City Impact Fee study updates and projects pertaining to all areas of responsibility.

Investigates and responds to citizens and employee complaints and inquiries.

Prepares presentations for internal and external customers related to the City's Impact Fee Program.

Manages related projects through to closeout including: preparing scope of work; contracting consulting team; and preparing contracts through Procurement and Legal.
