Job Description
 
Performs paraprofessional work to support and assist the Employee Benefits section. Work involves the administration of benefits programs, including medical, dental, vision, life insurance, short- and long-term disability, flexible spending account (FSA), and other ancillary benefits. Responsible for processing new hire benefits, mid-year life status changes, disability and death claims, COBRA notices, vendor payments, and retiree billing. Supports annual open enrollment needs. Responds to all employee and retiree inquiries in a timely manner and serves as a liaison between members and insurance carriers. Work is performed under the general supervision of the Employee Benefits Supervisor and reviewed for achievement of goals and expectations through discussions, work reviewed, and results obtained.

Minimum Qualifications:

Associate's Degree with coursework in Human Resources Management, Business, Public Administration, or related field and a minimum of two (2) years human resources experience, preferably in benefits administration; or an equivalent combination of education, training, and experience. Proficiency in the use of computers and Microsoft business applications, particularly Excel and Word desired. Experience with HRIS (Human Resources Information Systems) desired. Working knowledge of federal and state regulations relevant to the development and administration of benefits programs (including Section 125, ACA, COBRA, and FMLA) desired. Experience with Workday preferred.
 
Responsibilities

Responds to all customer phone and email inquiries and questions in a timely manner; assist walk-ins.

Reviews, approves, and processes new hire benefits, qualified lifestyle changes, benefits eligibility changes, terminations, and other events in Workday and vendor systems.

Assists and support all annual open enrollment needs and functions.

Serves as liaison between members and insurance carriers.

Issues timely initial and qualifying event COBRA notices with third-party vendor to ensure compliance.

Processes short- and long-term disability claims.

Processes monthly benefit vendor invoices in Workday and send payment requests to Finance.

Coordinates retiree and COBRA billing with third-party vendor.

Processes active and retiree life insurance claims.

Prepares and generates invoice for separated employees with arrears balance.

Administers Compassionate Leave bank.

Conducts new hire benefit orientation as needed.

Processes retiree passive events.

Responds to public records requests in a timely manner.

Audits and reviews monthly general and civil service retiree payrolls for benefit changes.

Reviews and works with weekly Benefit Event Status Report for pending events.

Processes weekly name and address changes.

Drafts and sends pension award and benefit verification letters.

Files and maintains employee and retiree benefit folders and documents.

Orders and maintains department office supplies.

Prepares and sends benefit folders and documents for external archiving annually.

Performs other duties as assigned.

Skilled in the use of Microsoft Excel, Work, and Outlook.
