ECONOMIC DEVELOPMENT: Performs professional, administrative, and management work involving the coordination and development of a diversified housing supply that includes affordable housing units as well as market rate units that are attainable for Orlando households. Recommends policies and housing initiatives based on research and best practices from around the country. Performs complex and detailed analysis of housing policy initiatives and recommends methods to implement those initiatives, including opportunities within the Downtown CRA. Under the general supervision of the Economic Development Director, this position is responsible for working with housing developers to remove barriers to developing new housing units; reviewing development incentives for housing projects; supervising compliance with housing regulations and developer agreements; supervising staff; and performing other related as assigned.

Recommends policies and housing initiatives based on research and best practices from around the country. Performs complex and detailed analysis of housing policy initiatives and recommends methods to implement those initiatives. Under the general supervision of the Housing Development Project Manager, this position is responsible for coordination of the state and local fiscal recovery funds, HOME ARP Grant, and other special federal, state, and local funding allocations. Additional duties include working with housing developers to remove barriers to developing new housing units; reviewing development incentives for housing projects; supervising compliance with housing regulations and developer agreements; and performing other related tasks as assigned.
Minimum Qualifications:
Bachelor’s Degree in Planning, Public Administration, Public Policy, Community Development, Real Estate Development, or related field and four (4) or more years experience in city planning, housing, community development, real estate development, or related field, of which two (2) years must have been in a responsible project management or supervisory capacity; or an equivalent combination of education, training, and experience. Valid Florida Driver's License required. AICP certification strongly preferred.

Provides professional level work involving strategic implementation and coordination for new affordable and attainable housing.
Supervises and coordinates activities of assigned employees including development, training, recommendation of personnel actions, evaluation of performance, and discipline.
Assists with developing housing policy initiatives based on research, best practices, and new guidance from federal and state affordable housing legislation in collaboration with other departments.
Provides oversight on the Affordable Housing Certification process and coordinates with other departments to align with general goals in achieving more affordable and attainable housing.
Assists in reviewing development plans for proposed housing projects; makes recommendations on appropriate level of City participation.
Works with housing developers to develop new affordable and attainable units; acts as City liaison on private affordable and attainable housing projects.
Works with developers to identify barriers to developing new housing.
Manages new affordable housing projects or programs initiated by the City or initiated by the private sector as part of a public-private partnership with the City.
Coordinates with other related housing providers and initiatives (OHA, Housing and Community Development Department, Land Trust, Continuum of Care, etc
Monitors projects for compliance with any attainable or affordable housing agreements between the City and the developer, for projects not otherwise monitored by an existing state or federal housing program.
Oversees major funding programs using federal/state/local funding some of which were allocated through the City of Orlando to "accelerate" necessary projects to better equip the community in dealing with the ongoing housing crisis and supporting of persons experiencing homelessness.
Supports and guides multiple facility and housing projects within the Department. Requires cross-sectorial cooperation with other departments.
Provides direction and guidance on federal, state, and local plans, projects, research, environmental reviews, policies, etc. Oversees the Affordable Housing Certification Process and Incentive Program.
Performs complex analysis to support federal, state, and local programs as needed.
Creates internal programs and policies for major funding programs using federal/state/local funding and the development incentive program. Writes plans and assists in the implementation of those federal, state, and local programs.
Provides upper management, program managers, and staff technical assistance on regulatory requirements and development.
Works with Planning and other departments on ordinances and regulations to eliminate and reduce barriers to affordable housing.
Presents to and assists with public hearings such as City Council, Municipal Planning Board, Affordable Housing Advisory Committee, and Community Meetings.
Provides technical assistance on affordable housing development on incentives and financing programs to developers, citizens, and community members.
Monitors federal, state, and local programs that may assist in the development of affordable housing including the Low Income Housing Tax Credit Program RFA, Federal Home Loan Bank programs, state statutes, New Market Tax Credit programs, local ordinances and programs, etc.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of City planning principles, state and federal affordable housing programs, and City housing initiatives and incentives.
Ability to demonstrate proficiency in the following topic areas:
program management, reviewing project budgets or pro forma, research, writing policy documents, preparing strategic plans, negotiating agreements, public speaking, land use, and reviewing development proposals.
Ability to work well with a wide variety of people from different backgrounds, including professionals in the design field, attorneys, elected officials, residents, and people eligible for housing assistanceAbility to express thoughts and ideas in a professional manner, both verbally and in writing, including formal documents as well as emails, website updates, and materials targeted for specific audiencesAbility to deliver speeches in public, including presentations to boards or committees.
