Job Description
 
Performs training, scheduling, oversight, and journey-level mechanical work analyzing and diagnosing problems; inspecting; and replacing and/or repairing defective parts for the Fleet Management Division. Functions as a lead. Instructs, assigns, and oversees the work of lower-level mechanics. Responsibilities also include ensuring quality control, adherence to safety procedures, and proper assignment of repairs based on Division priorities. Work is performed under general supervision and reviewed by the Technician Supervisor before, while in progress, and upon completion for safety concerns and completeness.

Minimum Qualifications:

High School Diploma/G.E.D. Certificate and five (5) years experience as an automotive or diesel mechanic; or an equivalent combination of education, training, and experience. Valid Florida Class B CDL with Air Brakes required. ASE (Automotive Service Excellence), EVT (Emergency Vehicle Technician), and Automotive Manufacture certifications required. Certified Natural Gas Inspector required within three (3) months of employment.
 
Responsibilities

Provides training and oversight on maintenance, disassembly, repair, or replace parts; provides guidance and support to junior technicians in troubleshooting activities; analyzes equipment performance and identifies root causes of malfunctions; troubleshoots complex problems and develops effective solutions; and provides in-depth instruction in troubleshooting, diagnosing, and repair.

Determines repair priorities; assigns and reviews the work of several mechanics.

Provides advanced technician, diagnostic, and operational knowledge as hands-on training lead for internal training classes and subject matter expert; stays updated on the latest advancements and technologies in heavy equipment; and attends training sessions and workshops to enhance skills and knowledge.

Reviews and inspects work orders and job repairs for quality control; identifies and corrects repetitive repairs to ensure effective repairs, service, and safety.

Identifies, assesses, mitigates, and controls hazardous exposures; ensures shop safety and the health and safety of technicians through effective communication and control processes; adheres to all safety protocols and regulations while performing repairs and maintenance tasks; conducts safety inspections and ensures equipment meets safety standards; and reports any safety hazards or concerns to the appropriate authorities.

Performs complex maintenance and repairs when required. Develops and implements preventive maintenance schedules for all equipment; conducts routine maintenance tasks such as lubrication, fluid checks, and filter replacements; inspects and tests equipment to detect potential issues before they escalate; and keeps detailed records of maintenance activities and equipment history.

Schedules and assigns repair as well as preventative maintenance on shop tools and equipment to ensure continued access to proper tools and a safe working environment.

Performs scheduled maintenance tasks on CNG engines, including inspections, lubrication, filter changes, and fluid checks to ensure optimal performance and efficiency; utilizes diagnostic equipment and tools to identify and troubleshoot mechanical, electrical, and fuel system issues with CNG engines; and adheres to safety protocols and regulations while working on CNG engines, including proper handling of natural gas, ventilation, and adherence to safety procedures. Performs DOT inspection regarding CNG compliance. Serves as Compressed Natural Gas (CNG) inspector.

Serves as liaison between heavy equipment technicians and shop supervisor; relays information and concerns.

Conducts thorough inspections to identify mechanical, electrical, or hydraulic issues; utilizes diagnostic tools and equipment to pinpoint problems accurately; performs repairs on engines, transmissions, hydraulic systems, and other components; replaces faulty parts and components as necessary; and ensures all repairs comply with manufacturer specifications and safety standards.

Coordinates with other departments, including Operations and Procurement, to ensure equipment availability and functionality; collaborates with vendors and suppliers to source spare parts and materials; and mentors and trains junior technicians to enhance overall team capabilities.

Responds promptly to emergency calls and breakdowns; diagnoses problems on-site; and implements temporary fixes or repairs to minimize downtime.

Provides technical support and assistance to technicians in diagnosing complex vehicle issues, troubleshooting problems, and performing repairs or maintenance tasks as needed; stays updated on industry trends, technological advancements, and repair techniques to enhance the skills and knowledge of the team.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of occupational safety rules and regulations and health hazards and ability to ensure adherence.

Knowledge of equipment with different fuel types (gas, diesel, and compressed natural gas).

Knowledge of hydraulic components (regulators, actuators, pumps, cylinders, and manifolds).

Knowledge in the maintenance of solid waste collecting/recycling vehicles and equipment.

Knowledge in the maintenance of emergency response apparatus in accordance with National Fire Protection Association (NFPA) standards.

Skilled in maintenance and repair of heavy, complex equipment at the journey level.

Skilled with electronically controlled compressed natural gas fueling systems (engines, fuel controls/regulators, tank inspections, and valve adjustments).

Skilled with engine/transmission diagnostic and reprogramming software (Cummins INSITE, J-Pro, Allison Diagnostics or equivalent).

Skilled in the correct, safe, and accurate use of tools and equipment relevant to the mechanic trade.

Skilled in the use of a personal computer and Microsoft applications (Excel, Word, PowerPoint).

Ability to effectively communicate instruction on how to analyze and diagnose problems and perform required corrections.

Ability to schedule work and train lower-level mechanics.

Ability to maintain records, estimate costs, and order necessary parts and supplies.

Ability to read and interpret technical manuals, plans, schematics, drawings, blueprints, and bulletins.
