Job Description
|
|
Coordinates, plans, and oversees housing and community development projects and programs funded with grant monies such as HUD, CDBG, SHIP, and other organizations. Prepares and revises contracts. Applies for grants, monitors grant activities and monies to ensure compliance with agreement. Prepares mandated reports. Performs other related work as assigned. Housing and Community Development Coordinator I level is the entry level into this job series. Work is performed under close supervision until sufficient experience and knowledge is gained to work under general supervision.
Minimum Qualifications:
Bachelor’s Degree in Public Administration, Economics, Social Sciences, or a closely related field that demonstrates ability to perform well with housing and community development projects; plus six (6) months experience with housing, contract administration, or project coordination; or an equivalent combination of education, training, and experience.
Additional Qualifications for Promotion:
Promotions are not to be considered an automatic function of longevity and are subject to the review and authorization of the Supervisor. The employee’s last performance review must have resulted in an overall rating of Meets standards or better with no factor rating of less than meets.

Implements monitoring programs to evaluate and assess progress and determine compliance with contract agreements and government grant regulations and policy; responsible for oversight of assigned programs and projects.
Coordinates the preparation of contract agreements, including amendments, and transfer, with sub-grantees, non-profit agencies, and others.
Coordinates projects and programs; provides technical assistance to grantees.
Assesses community needs, assists in the negotiation of projects, programs, and related activities in accordance with grant goals; assists in bid preparation and evaluation.
Assists management with administration of grant funding cycles for HUD, CDBG, SHIP ESG, and others; prepares required reports including quarterly and annual performance reports; assists with preparation of 5-year Consolidated Plan, Annual Action Plan, and annual performance measure reports.
Prepares material, presentations and public education to other agencies, community groups, developers and staff in the preparation of project proposals, public hearings, and other related housing and community development activities.

KNOWLEDGE, SKILLS AND ABILITIES:
Basic knowledge of federal and state codes, laws, regulations, and procedures related to housing and community development such as HUD, CDBG, SHIP, etc.
Basic principles and practices of public or business administration, contract manageent, and marketing.
Project coordination including planning, budgeting, scheduling, evaluating, and monitoring compliance with contract agreements and regulations.
Basic statistical methods, data collection, research and analysis.
Strong skills using correct English grammar and punctuation; communicate ideal well.
Strong oral and written communication.
Ability to organize, prioritize work, and meet deadlines.
Ability to read and interpret contracts and grant regulations and procedures.
Ability to research, prepare grant applications, and mandated reports.
Ability to identify problems, analyze, determine relevance, exercise sound judgment, problem solve, and make recommendations.
Ability to understand the broader issues of housing and community effecting the poor, seniors, and other disadvantaged groups.
Ability to establish and maintain effective working relationships with those contacted during the course of work.
