Job Description
 
Plans and assigns mapping integration of real property data, public works infrastructure, and geospatial data into the Public Works mapping application. Manages, plans, assigns, and reviews data for integration into the Geospatial Mapping Application from external data creators and City of Orlando staff. Manages the activities of staff to implement data management standards and product deliverables; typical deliverables are the productions of maps, applications, reports, analyzations of data, and visualizations for internal and external stakeholders. Assesses static and analytical data for Public Works and City use in establishing data standards for the Public Works Department and other entities that access Public Works datasets. Work is performed under the general supervision of the City Surveyor. Work is reviewed upon completion through conferences, oral reports, written reports, and evaluation of results obtained.

Minimum Qualifications:

Bachelor’s Degree in Geomatics, Cartography, Geography, Engineering, Surveying, GIS, or related field plus five (5) years GIS manager or GIS project manager experience managing multiple data sources; or an equivalent combination of education, training, and experience. Valid Florida Driver's license required. GISP certification desired.
 
Responsibilities

Creates processes to assess public works asset values and other value factorization for use in determining applicability for annexations and other development.

Maintains and manages the City’s stormwater inventory data. Works with the Water Reclamation, Streets and Stormwater Division, Solid Waste, and Engineering Division on the implementation and management of existing data or the coordination of creating new map services for data.

Maintains and manages Public Works asset data or works with the various divisions on their data maintenance and integration.

Creates and maintains City right-of-way assets and records virtually; links their geospatial attributes and instruments together including maintenance records and maintenance expenses.

Creates and maintains City easement assets and records virtually; links their geospatial attributes and creating instruments together including maintenance records and maintenance expenses.

Maintains integration of maintenance records and maintenance expenses for lift stations, pump station, retention ponds, canals, ditches, and other drainage tracts.

Reviews and analyzes the effectiveness of existing systems and develops detailed functional specifications for improving or further leveraging these systems.

Coordinates with the City Surveyor on future-ready goals and objectives to integrate two-dimensional and three-dimensional datasets into the mapping application through Arc GIS Pro or other application for use of providing various mapping deliverables for use in reviewing proposed development submittals or for use in the deployment of services.

Manages a staff of GIS technicians and in the future GIS application developers.

Performs other duties as assigned.


KNOWLEDGE, SKILLS, AND ABILITIES:

Extensive Knowledge of ESRI products including: ArcCatalog, ArcGIS Administrator, ArcGIS Pro, ESRI ArcMap, Autodesk Civil 3D, and AutoCAD Map 3D.

Knowledge of current trends and practices in a variety of GIS disciplines including Emergency Response, Real Property, Assets, Utilities, and Engineering.

Knowledge of SQL/SDE Administration, ArcGIS Portal, ArcGIS Online, ArcGIS Field Apps, Autodesk Civil 3D, database, and application design.

Knowledge of methods to create and update databases; integrate datasets, schemas, features, and other data streams related to keeping Public Works GIS data current.

Ability to adapt and conform Public Works GIS policies and practices to IT GIS governing standards and criteria.

Ability to manage several aspects of geospatial data management simultaneously.

Ability to coordinate with staff on direction of data management.

Ability to deliver projects in a timely manner.

Ability to analyze requests to determine feasibility and best approach regarding the needs of the Public Works Department.

Ability to present new technologies and ideas to executive level customers in an oral or written format.
