|
Collaborates with divisions and departments to identify fundable projects fitting organizational strategies, conducts research, identifies potential external funding sources, and writes proposals to secure privately and publicly funded grants for departments, general operations, and capital projects. Updates and maintains the Public Works grant management database for all applications submitted and awards received. Performs professional, technical and supervisory work at an advanced level involving the responsibility for general management and oversight of the Public Works and City’s grant management function for externally and internal funded grants, JPA’s, SRF loans, bonds and other types of financial assistance. Work requires considerable independent professional judgment and initiative in resolving problems based on a comprehensive knowledge of citywide policies and various grant program regulations. Work is performed under the general supervision of the Business Operation Manager and is reviewed while in progress and based upon results achieved. Minimum Qualifications: Bachelor’s Degree in Business or Public Administration, Nonprofit Management, Finance, Communications, Social Science, or related field; plus three (3) years of management experience in grant management, consulting, government, business, social services, or related fields, to include supervisory/management experience in grant-funded programs or projects, budgeting, training, program development, project management, program evaluation; or an equivalent combination of education, training, and experience; to include at least two (2) years experience writing grant proposals and managing federal and state grants. Microsoft Word, Excel, and PowerPoint software experience required. Prior experience monitoring grants compliance within a government agency preferred.

Manages and oversees the Public Works grant management function for externally funded grants and other types of financial assistance.
Generates proposals and supporting documents in response to solicitations.
Track and monitor annual revenue goals for grants to provide financial updates and recommendations for annual budget development.
Analyze grant funding trends to identify growing programs, opportunities for increased funding, and areas in need of greater development.
Conduct internal and external research to identify funding opportunities with foundations, governmental agencies, corporate, and community-based funding organizations.
Cultivate, manage, and maintain relationships with organizational funders and stakeholders through targeted and strategic outreach, interpretation, and stewardship.
Develop grant-based opportunities with appropriate internal departments and teams, and coordinate project plans to ensure adequate reporting and compliance per funder guideline
Monitor application and reporting timelines and communicate them interdepartmentally to ensure we are meeting funder deadlines and requirements.
Write grant proposals, letters of interest/inquiry, concept papers, and related materials for proposal submissions that align with funder interests and museum priorities.
Prepare strategic program and project budgets in collaboration with internal staff and approved by departmental leadership; ensuring that each is in format appropriate to both internal needs and funder understanding.
Serve as a liaison for Public Works to the Grants Oversight Committee.
Serve as a liaison between the Public Works Department and the grantor regarding reviews, audits, and communications.
Manage progress of grant-funded programs and communication between funders and internal stakeholders.
Conduct internal education to help staff in identifying projects eligible for or requiring grant funding, how grant funding fits within organizational budget, and how to develop project and program work plans that are grant ready.
Create acknowledgements for grant awards and coordinate with Central Finance and other departments to ensure implementation.
Maintain and manage complete records and files in accordance with the record-keeping policies, related to past, present, and prospective grant- based donor engagement, that includes funder and proposal information, contracts, paperwork, and key documentation.

Skilled in grant prospect research, writing and proposal development and grants management.
Skilled in grant administration, team building, facilitation, chairing and facilitating meetings and committees.
Skilled in the development of training materials and workshops, and for delivering training on a variety of topics relevant to grant management.
Skilled in public speaking, making presentations, conducting workshops, and presenting ideas clearly and concisely in writing and/or verbally
Ability to research, analyze, interpret and write factual data necessary to render opinions, decisions, and direction for grants and other types of financial assistance.
Ability to develop and maintain grant management systems and related policies and procedures.
Ability to prioritize work under tight deadlines.
Ability to interpret grant agreements and national policy requirements.
Ability to work independently and display initiative in timely performance of assigned duties.
Ability to establish and maintain effective working relationships with staff, outside agencies, vendors, and the public as necessitated by the work.
Ability to operate a personal computer, software programs and databases.
