Job Description
 
Performs professional, technical, and analytical work in mapping and geospatial analysis. GIS Analysts typically work as part of a team to create and maintain GIS data, applications, and tools to support the geographic information system. Tasks may include but are not limited to maintaining GIS feature data sets, analyzing aerial imagery, or using databases to create specialized maps to help clients interpret data, identify trends, and highlight data patterns. Mapping duties may relate to cadastral or property ownership maps, street or right of way maps, or natural environment features. Work requires independent judgment and the ability to work independently, or as a member of a team. Work is performed under general supervision of the GIS Manager and performance is reviewed through observation, discussion, and review of effectiveness of programs and client feedback.

Minimum Qualifications:

Bachelor's Degree in Geographic Information Systems, Geography, Computer Science, or related field plus five (5) years experience working with a Geographic Information System in planning, public safety, information technology, or public works; or an equivalent combination of education, training, and experience. Must have good verbal and writing skills. Proficiency in creating data models desired. Ability to function as a team lead for small scale projects preferred.

Additional Qualifications for Promotion:

Promotions are not to be considered an automatic function of longevity and are subject to the review and authorization of the Supervisor. The employee’s last performance review must have resulted in an overall rating of Meets standards or better with no factor rating of less than meets.

Participates in the development and planning of new or revised GIS feature data sets and assists in evaluating new applications or software products.

Assists client with custom data analysis projects in alignment with City business practices.

Confers with supervisor, project manager and clients to resolve questions of data integrity or intent, and mapping requirements.

Trains and assists City personnel in the use of GIS applications and equipment.

Develops data models, documentation, and client procedures.

Performs other related duties as required.


KNOWLEDGE, SKILLS, AND ABILITIES:

Considerable knowledge of geographical information systems principles, practices, and methods, and of the operating characteristics, capabilities, and limitations of computer equipment.

Broad conceptual knowledge of GIS methodologies and workflows.

Knowledge of real property records such as parcel maps, plat maps, deeds, and legal descriptions.

Knowledge of CADD/GIS and methods for updating geographic databases.

Knowledge of SQL query language commands and query structure.

Ability to research and resolve land records related problems and questions.

Ability to work independently, perform detailed work quickly and accurately.

Ability to establish and maintain effective working relationships with other staff and governmental agencies.

Ability to function as a project leader when required.

Ability to sit for extended periods of time while operating a computer.

Ability to coordinate and assist in training personnel in GIS best practices and procedures.
