Job Description
 
Performs administrative and supervisory work overseeing the development, implementation, and operation of the After School All-Star Program. The employee assigned to this classification has supervisory authority leading teams and is responsible for providing an array of services to support youth aimed to achieve success in their personal lives and academic future. These programs include access to academic and personal enrichment, post-secondary placement, college access assistance, career and employment exposure, and literacy programming. Nature of work includes grant, data, and budget compliance and forging and overseeing City-led partnerships of non-profit, governmental organizations, schools, businesses, health services/funding to children and youth, etc. Work is performed under the direction of the Orlando After School All-Star Executive Director and performance is evaluated through conferences, reports, and results achieved. The employee assigned to this classification may be required to work evenings and weekends.

Minimum Qualifications:

Associate's Degree in Education or other related field including Liberal Arts and Sciences, and three (3) years of progressively responsible experience in administrative management, implementing programs for youth, community organizing events, and/or public affairs management including two (2) years of which must have been in a supervisor capacity; or an equivalent combination of education, training, and experience. Some budgetary experience required. Valid Florida Driver’s License required.
 
Responsibilities

Oversees multiple youth programs operated by Orlando After-School All-Stars (ASAS) Department.

Ensures effective management of program budget and creates fiscal accountability at all Orlando ASAS program sites.

Advises and oversees the process of distributing grant funds to partner organizations including accountability via management of a collective system of grant-making and program evaluation

Organizes and s an ongoing series of youth activities and family events.

Supervises, trains, assigns, and evaluates the work of assigned employees.

Represents the City on various work committees to provide input and information; ensures inclusion in various programs, projects, and activities across the community.

Coordinates with Executive Director the execution of strategic planning and vision for the organization to determine program impact, service models, and growth.

Manages the daily operations of a year-round comprehensive set of prevention programs that provide multiple youth development services including before-school, after-school, and summer camp as well as course recovery labs, tutoring, mentoring, and workforce training.

Ensures compliance of all City policies and procedures in the areas of administration, operations, HR/staffing, risk management, payroll, and grants management.

Manages operational components of all federal and state government grant funding (FL-Department of Education, FL-Department of Juvenile Justice, Volunteer Florida, AmeriCorps, US Department of Labor, US Office of Juvenile Justice and Delinquency Prevention). This includes supporting the Executive Director in compliance with grant deliverables and evaluation reports.

Manages and executes program evaluation services and data management processes. This includes entry of accurate and timely performance data, grant deliverables, quarterly and annual reports, staff training, and program quality initiatives.

Assists in the coordination of personnel hiring, onboarding, and professional development to facilitate and support the operations of the various program sites.

Collects, disaggregates, and analyzes student data from all program sites, utilizing identified data platforms to develop evidence-based strategies that promote student growth in the areas of student academic and social performance. Assists in the preparation of data reports for grant deliverables and other required funder reports.

Ensures collaborative relationships with the City, the school district, community-based organizations, and contract service providers that positively impact program services.

Coordinates with Orange County Public Schools the use of facilities, student transportation, marketing, and overall compliance.

Assists the Division Manager and Executive Director in the preparation of the annual operating budget for approval by FPR Department Director, Orlando City Council, and ASAS Board of Directors; coordinates specific aspects of the budget process including supplies and equipment, seasonal staff hours, and transportation costs.

Collaborates alongside the Executive Director with other FPR Department staff and programs to ensure the overall mission and vision of the Department is achieved.
